How would you answer if you were surveyed about the Wake County school system's new choice-based student assignment plan?
As noted in this previous post, the school district will be surveying parents about the plan between May 15 and June 15 to get their feedback on how year one has gone. They'll target both parents who submitted an application and those who did not.
This draft outline of the survey shows that parents could be asked questions such as how satisfied they are with their school selection for this fall, was there other information that would have helped them better participate, why they didn't take their preassignment and any suggestions for improving the plan and process.
for people who didn't apply, they'll be asked why they took their preassignment.
Before the list of questions is finalized, they'll be discussed with the school board on Tuesday.
Chief Transformation Officer Judy Peppler asked school board members to provide additional questions they'd like to be included. But she said they're also trying not to avoid making the online survey too long that it might discourage participation.

If they are trying to find out what the problems were with the choice process so they can address them for future years, I don't think a random sampling gets at that. What I mean is, there could be two or three types of problems that only reveal themselves if those people who experienced them respond.
Do they want to be able to continue to say that the plan worked for the vast majority? That's probably true and if that's the goal of the survey, then a random sampling will give them that answer.
Or do they want to find out what the problems were - not as a reason for scrapping the plan but to solve those problems as best they can within the structure of the plan? If that is the purpose, then the survey should be open to anyone who wants to fill it out.

Wed, 04/25/2012 - 13:45 — shearertwUnfortunately, it doesn't matter what the purpose is, the data will be spun by the Dem BOE to say what they want it to say. If the survey is not conducted properly, the Dem BOE members, led by Evans, Martin or Martin, Evans (I forget who's name goes first in the partnership), will use the survey to scrap the plan and go back to diversity busing. Therefore, the survey should be developed and conducted by an independent research organization with no go in the hunt.
If they wanted to know what the individual problems were/are, they could just set up a meeting with the 100 or so people that they're getting daily emails from. Their are 9 BOE members. I'd set up 4 teams of 2 BOE members each (leaving the chair out of it). One member from each political party on the team. I'd have each of the 100 (or so) parents meet with one of the BOE "teams" for 15 minutes and explain their issue with the plan. That could be done in one 8 hour day. The following day, I'd have the teams work together to collate the issues they heard, come up with solutions to solve them and present them to the entire BOE, Tata and selected staff members. On the 3rd day, the BOE and staff would be actioned to move on each and every issue and solution....period. The survey is not necessary for that purpose.

As for doing another useless survey, how the heck can you survey anyone between May and June about how their first year has gone when the freaking plan doesn't even start until the end of July? And then shouldn't you wait a year to really get the truth? Of course not if you are the wcpss.
The few thousand that will bother to respond will tell you nothing changed in their worlds and yes, 200-300 will complain like the sky is falling.

- Did you actually apply in round one or did you just bitch and moan throughout the enitre process?
- Did you show up, along with the other 2 or 3 dozen complainers, at any of the rallies?
- If you answered yes to the last question, did you bring supporting documents such as signage that might have read, "HOLES, we must delay a year"?
- Have you actually done anything to help your personal situation such as look at private, charter or home school options?
- Have you considered selling your house to move a more desirable location out of the direct path of the storm known as the WCPSS?
As for the old plan, that was never really my bitch, but you can pretend it was if it makes you feel better about not taking responsibility for your own situation.

Wed, 04/25/2012 - 17:07 — JanisTangoour school had a lot of kids apply for 3rd, 4th and 5th grade spots this year so they could get into the feeder pattern they wanted. Many of these kids had left for magnets and charters in the past. Did you try to get your child into Wakefield ES so they could be in the feeder pattern you wanted. If so, were you denied? Why the hesitation to answer the question? A simple yes or no would suffice?

As we roll on the fact is around 92% of the 145K are perfectly fine with this new plan. That means you are well in the minority and "pointing out issues" ain't going to accomplish your ultimate goal. Get prepared for endless reassignment plans and changes for the next 10-20 years as the Suburb's fight Raleigh for control of the assignment policy. WCPSS is too large.
