Diversity policy supporters who hope to put the pressure on Wake County school board members on Tuesday may be hamstrung by the extra security measures that day.
As noted in today’s article, the school system will pay eight off-duty police officers to provide security. The decision to not have any officers at the June 15 meeting had left the school system unprepared to immediately respond to the protesters that day.
But perhaps more of a challenge is the new requirement that people who don’t have tickets for seats must now wait outside the building.
Keeping non-ticketed protesters outside should reduce the number of people around the board meeting room.
“Now we’re going to have to take precautions to have a safe and orderly meeting,” said school board chairman Ron Margiotta.
Margiotta said he’s willing to tolerate verbal abuse on Tuesday. Margiotta said that the behavior of the diversity policy supporters at board meetings has been ‘”cruder and ruder’ than anything he ever saw in his native New Jersey.
But Margiotta said he’ll draw the line on attempts to shut down the meeting to prevent the board from doing its business.
The thought of shutting down the meeting is definitely something that has occurred to protesters and could take place Tuesday under the banner of non-violent civil disobedience.
“If we have enough people there, we could shut down the meeting,’ said David Eisenstadt, 16, an Enloe High junior and member of N.C. HEAT. “They’d have to listen to us.’

And, that will take a second vote -- I'm guessing they make the motion to suspend it before doing the second vote, and the second vote won't happen.
Secondly, Ron's point was this: the committees were supposed to be small groups, but are generally attended by every board member. As a result, the committee talks through stuff, then it's sent to a working session of the whole board, which is basically the same people talking over the same points. Then it goes to the main board meeting, where it's talked over again. The purpose of committees is to allow a smaller group to deal with a subset of matters in detail, so the entire board doesn't have to. But, if all the board members go to all the committees, that purpose is frustrated.

I most definitely don't agree with the antics, but I don't think they could have been avoided. Those who oppose the new board majority appear to have zero tolerance for viewpoints opposing theirs.
While I will agree that there was much about the hostile takeover that was over the top, I do feel that the board takeover was necessary. Kevin Hill had already fired the first shot in this battle by cancelling the second December board meeting before the new board members had even been installed. This action would have effectively delayed their ability to make any changes for the upcoming school year, as would having a board chair hostile to the sentiments of the majority.

I care far more about respecting families and educating kids than I do about what some biased national rag has to say about our schools.
When I talk to anyone from outside of this area about what's going on in our schools, their first question consistently is "You guys still do busing, I thought our country did away with that?" This includes four conversations I had last week with a school principal, a CIS coordinator, a school teacher and an assistant librarian -- all from other school systems in NC and VA. These are people in the education community and they were shocked that we still followed the antiquated approach of busing. All four (two couples, actually) come from school systems with higher F&R than WCPSS. BTW, none of them had heard a word about the "nationwide scandal" going on in Wake County.
Just like any board, there are things that this group could have done better. On the other hand, the chair has gone (I believe) much too far in allowing extended public comment which runs well beyond what is required by law, and in tolerating childish behavior from members of board meeting audiences. Yvonnen Brannin provides a great example. Watch the video of the last meeting during the public hearing portion. The woman has no idea how to conduct herself in a business meeting. She hisses speakers she doesn't agree with, or talks over them. She makes faces (like we all did in third grade), and conducts her own little meeting while others are at the podium. Then we have a mayor and newspaper editor who don't seem to like folks who aren't from around here. Add Barbar to the mix, throwing out racism accusations anytime he's near a microphone. If we were a laughingstock, those are the people to blame. They are creating the impression that North Carolinians are a bunch of race-baiting hotheads who cannot act like adults.

It wasn't long ago that the Durham School Board was the scene of unruly protests with parents screaming at school board members.
There have been large protests at school board meetings in Eden Prairie, MN; Miami- Dade; Edison, NJ; Jefferson Parish, LA; Houston, TX; Dekalb County, GA; Seattle, WA; and dozens of others all within the last couple of months.
There is huge disagreement in Texas schools on whether or not to adopt a conservative textbook curriculum. And who can forget the uproar in those districts that tried to introduce intelligent design into the curriculum.
The difference between Wake and every other district is that, unlike Wake, those protests generally observed the rule of law, and citizens who were not happy with their boards often turned to the courts for relief. Make no mistake -- the only reason that Wake is drawing the attention that it does is because of the antics of William Barber and his cohorts.
Mr. Margiotta could not be more inclusive. Unlike every board before him, he has extended the public comment period to allow for more citizen input. He has been extremely tolerant of the childlike outbursts that now occur regularly (Previous chairs have physically removed speakers for going slightly over their time limit).
As for your accusation of a hostile takeover, can you imagine the manner in which meetings would have been conducted had Kevin Hill remained the chair? The fact remains that in our democracy those in power have control. Should the democrats lose the US House and Senate this November, Nancy Pelosi and Harry Reid will step aside as the Republicans elect one of their own as Speaker of the House, and Senate Majority Leader.
If the 4 minority members of the Wake BOE hold onto their seats, and the citizens in Margiotta's district elect a pro-busing representative in 2011, I fully expect the pro-busing majority to replace the current BOE chair at their first meeting.
Government is running as it was designed to, and as it does all over this great country.

Fri, 07/23/2010 - 15:31 — user12345I am not sure why you would be optimistic ... the newbies did not run on improving achievement ... they ran on creating stability by ending diversity .... they think <end diversity> = <stability> = <achievement>. That is if kids go to a closer school they get smarter. Given that 90% of the kids already do that, it is unlikely changing things for the other 10% will have much of a system wide impact.
If achievement had been the goal, they would have started with it. The first vote before hiring another lawyer, changing PLT, etc. They would have commissioned a study to benchmark Wake against Fairfax for example. They would have met with schools that were failing to understand why ... they are under resourced and have poor leadership. They did not even take up Del's call to increase graduation rates because it was Del's idea.
Personally, the most noise from people in Wake is about convenience - maintaining summers and not messing with Wednesdays. Most parents don't care about education enough to volunteer in the school, donate to the PTA, and probably sit down with their kids to review their homework each night. You did not see a lawsuit filed over achievement like there was to maintain summer vacations. Now it is possible that if you are in one of the "good" schools favored by the newbies you might see some improvement but for the "all" children group it is unlikely to happen.

The new board members were voted in based on a family friendly platform. Between the focus on being family friendly, and the distractions of the legal audit, Dr. Burns, etc., I had thought it quite improbable that achievement would receive attention in the near future.
You cannot deny the new members were delivering on their electoral promises. By that measure alone, some would deem their tenures as successful. However, while grappling with a new assignment model, an operational leadership vacuum, and engineered racially charged protests, the BOE demonstrated leadership and commitment to education in putting achievement on the radar.
If you peruse Margiotta's statement carefully, you will see that he acknowledges the focus hitherto has been on assignment. I believe that is a huge step i.e., admitting the priorities to date. But even more significant is the rest of the statement. Margiotta goes on to link the assignment effort to "stagnant achievement". Further, he talks about Supdt. Hargens and others analyzing achievement data, identifying the needs of students across the board, and strategies to address needs. In the same statement, he reiterates the BOE does not intend to create high poverty/ low performing schools.
I was appalled that the public comments period was spent on canned vitriol. I would have thought attention would be directed to the board's focus on achievement and statement of intent on high poverty schools. The only encouraging voice during the public comments period, though solitary, was of a lady who commented upon achievement. We need more like her to encourage the board to remain focused on achievement and high poverty schools.

The legal audit, I think was just RM's pet project -- he'd been pushing that for years and finally got the chance to put it in place. In hindsight, I suspect that would have been a good thing to wait a few months. [However, the central result of the audit -- that the district should have its own in-house attorney -- was spot on. An organization of WCPSS' size continually makes decisions (or fails to make decisions) that would benefit from legal counsel. When the counsel is in a separate firm that bills for the call, you tend not to seek that counsel nearly as often as you would if it were three doors up.]

Keith Sutton, who represents East Raleigh District 4, said Wednesday that police officers grabbed him during a break at Tuesday's school board meeting while he was trying to protect a young girl caught in a protest against a controversial change to the county’s student assignment policy.
"One officer, obviously, didn't recognize that I was a member of the board and proceeded to put my arm around my back as if to arrest me."
School board staff intervened, and police released Sutton.
"I think the officers should have known who I was," Sutton said, adding he had been at the school board table for at least 30 minutes prior to the incident.
Raleigh police did not have an immediate comment Wednesday afternoon.
Nineteen people were arrested in several protests Tuesday over the board majority's decision to move toward a community-based student assignment policy that's eventually expected to take the place of the current practice of busing students to achieve socio-economic diversity.
Nearly a dozen police officers and extra security personnel were on hand for Tuesday's meeting. Sutton said he thinks the police presence might have made the situation worse.
"I think the use of force, particularly in terms of numbers of officers that were there, only served to incite rather than to calm," he said.
But school board Chairman Ron Margiotta defended the increased security presence.
"I'm not sure it's because of confusion. I am not sure he (Sutton) did not want to be arrested," Margiotta said.
"I think the Raleigh police couldn't have done a better job, couldn't have been more professional," he added. "They handled people in a very nice manner. They gave those protesters every opportunity in the world to not be arrested.
Spending on security has increased in the past eight months since a new board majority took control of the school board and started talking about scrapping the decade-old busing policy.
From July to November of last year the school system spent $451.58 on security at board meetings. From December until April, it spent nearly $15,000 on security because of an increased public interest and high public turnout at meetings.

Wed, 07/21/2010 - 20:44 — worried4wakeBarring the occasional booing, the public comments period was progressing well up until the Garlocks and Ms. Camellia Lee started their act. Mrs. Garlock switched places with Ms. Lee. After Ms. Lee was done speaking, she continued to stand by the podium. At that point, Mrs. Michelle Laws, the next speaker at the podium, started berating the board. Toward the end of Mrs. Laws shouting, Ms. Lee started to talk again while still at the podium. At this point, some in the audience started to raise their voices. Chants and slogans broke out and people rushed to join Mrs. Laws and Ms. Lee.
After a few minutes, the board members left the room. A minute later, WCPSS security officers approached the protesters. But the protest continued for many minutes with some supporters, safely ensconed in their seats, egging on those who had congregated by the podium.
Up until this point, there were 2 police officers in the room. They were standing by the wall, one on each side of the room. When the decision was made to remove the protesters, the number of police officers increased. There must have been over 15 police officers during the course of the arrests. Note that the additional police officers were *NOT* in the room prior to the incident. As the protesters were being removed from the room in a courteous and professional manner, Mr. Keith Sutton entered the melee. Remember there was a restive crowd at the podium and police officers who had just entered the room. Mr. Sutton, for all practical purposes, was adding to the chaos and impeding the police officers. His arrest would have been automatic and justified had he not been rescued by staff members. It was clear that Mr. Sutton was seeking to gain favor from the crowd. The officers used no excessive force. The removal was executed efficiently and politely.
When the arrests started, some from the crowd scampered. This included Ms. Gen Palmer. You will see her picture in the N&O all teary eyed. What you do not see in the N&O are pictures after the incident. Ms. Palmer, for whatever reason, switched into a relaxed demeanor. Any pictures of Ms. Palmer after the incident will show her happy, smiling face while she continued to shout insults during the rest of the public comments period.

I guess the next step for the board to do is have an officer on each side of the podium, so they can quickly STOP any future disruptions. It's people like this that will continue to restrict the rest of the free world of speaking. However these same people will be the first to WHINE about how their freedom of speech is being violated?!?!

He also would never use his skin color to make excuses for any problems in his life. I believe he is a man that is independent, self reliant, and has a lot of self respect that will always take personal responsibility for his life.
