WakeEd

The WakeEd blog is devoted to discussing and answering questions about the major issues facing the Wake County school system. How much will the new Democratic majority on the school board do to undo the changes made by Republicans since 2009? How will the new choice-based assignment system work now that the socioeconomic diversity policy has been eliminated? How will Superintendent Tony Tata lead the state's largest district through more budget cuts and possible layoffs? How will the board respond to growth and the school construction program?

WakeEd is maintained by The News & Observer's Wake schools reporter, T. Keung Hui. While Keung posts information and analysis on the issues, keep us posted on your suggestions, questions, tips and what you're doing to cope with the changes in Wake's schools.

Possible successors to Rosa Gill on the Wake school board

Bookmark and Share

Some folks have already indicated interest in filling Rosa Gill's seat on the school board.

Gill said at least four people have talked with her about the position. She said they'd all bring unique qualities to the board.

Gill said the potential candidates include Lillian Lee, the retired principal of Rolesville Elementary School; Alice Garrett, a retired administrator and former principal of Carroll Middle School; Jonica Rowland, an active PTA volunteer; and the Rev. Johnny Darden, who mentors at-risk students.

Gill said her fellow board members have indicated they'll likely use the same approach that was taken in 2001 when there last was a vacancy. The board filled the vacancy from a pool of 10 people who had applied for the post.

The new board member must reside in District 4, which encompasses much of Southeast Raleigh. The person would finish out Gill's term, which runs to November 2011.

This is an issue that hasn't come as a shock to a lot of people.

When Gill first expressed interest in April in filling the seat of the late state Sen. Vernon Malone, she said she had talked with board members about what could happen if she got the position. People also began to contact Gill to talk with her about the board seat.

Gill was ultimately selected to fill Dan Blue's seat in the state House after he resigned to take Malone's post.

Gill doesn't expect to submit her resignation from the school board until Wednesday, which would allow her to vote at Tuesday's meeting.

Candidates for Rosa Gill's Position

Again, candidates from education side only. WCPSS is a huge business with a huge budget to manage. There really needs to be a replacement from the business/corporate world who can manage and direct basically off site facilities, a large group of "employees". And, most importantly has experience in exceeding the expectations of clients (parents) in the way a CEO/President of a corporation does. Those types of people know whose name is really on those paychecks (their clients or in our case taxpayers), and respond accordingly.

The academic community comes from a narrowly focused world, and that's causing all the myopia within WCPSS.

Rosa Gill Leaving School Board For House; Successor Speculation

http://wake.mync.com/site/wake/news/story/36582/rosa-gill-leaving-school-board-for-house-successor-speculation-begins

Interesting Ron not

Interesting Ron not planning to attend the annual meeting of the BOE and participate in the chair decision.

Do we know why? Maybe he doesn't want to make a political decision ?

I doubt that's it.  Ron

I doubt that's it.  Ron doesn't seem to be afraid to make whatever statement he feels like.  lol   I just figured that he and Millberg were going to be on vacation.  I didn't think much of it when i read that they were going to be absent.

I Know It's Fairly Standard Parlaimentary Procedure

...but doesn't it seem wrong that the chair doesn't get to vote except to break a tie? It might make a little sense in a situation like the US SEnate where the tiebreaking chair is an outsider who wasn't elected to the body they are chair of....but in this case it deprives 1/7th of Wake County citizens of direct representation on the school board on most issues.

Not really...

This means that the votes that the chair doesn't vote on also happen to be ones where the chair's vote would not have changed the outcome.  If the chair's vote does change the outcome (which only happens if everybody else is tied), then it does.  I don't know if the people of the district are disadvantaged by the chair not being able to vote when his/her vote would have no effect.

In fact, the chair has some minor parlimentary power which can be used in favor of his district.  So, it's probably a wash.

So If The Rest Of The Board...

..were to vote Ron chair so that all those former n-1 votes start showing up as a UNANIMOUS(!) school board because Ron doesn't get to vote.....you don't think we'd hear some major league complaining here?   ;)

Anyway, not an important point....just something I find odd.  The chair is elected to the Board the same way all the other members are and should - in my opinion - get the same voting rights as the rest of them. Whether it's Rosa or Ron or whoever...

that's an interesting point,

that's an interesting point, chabord.  Hmm.

Doesn't the chair only vote on ties?

If so, what difference does it make what votes are held tomorrow?

It's not like she gets to pick the new chair....

From policy 1200 at wcpss.net:

A.

The presiding officer shall have no authority to vote except to break a tie resulting from the vote of the board members present

Position Filled

Why are so many people that don't have children interseted in the position??? The only one out of those 4 is the PTA volunteer and in my opinion that is who should get it!!

Why are we letting the Board of Ed be run by a bunch of people that have no stake at what they are doing to the children?? You can't say it's for the sake of being unbiased because the same people get their approvals and the same people get their denials. And if you think the Board is the one deciding those you are sorely mistaken! There are children being denied valid transfer requests because they have the proverbial red "X" on their folder because the parent did something to tick off the school system. So that means the student (and any siblings) will NEVER get their requests.

They hold the student's education hostage because of a grudge against the parent.

I can't wait to see new blood in there come November!

Difficult job

While being a Wake County school director is not intended to be a full-time position, it's practically impossible for anybody with a full-time job to be on the school board.  Unlike most school boards which schedule their meetings in the evening to allow members with day-jobs to attend, the Wake County school board decided to have its meetings in the middle of the day.  That, alone, severely limits the candidate pool.  Plus, the board takes on all sorts of responsibilities that it should delegate, consuming more time.

Do you have any evidence of that proverbial "X"?  If that's an actual practice of the administration, it seems to me that it's a lawsuit waiting to happen.  You can't treat a child differently just because the parents annoyed some bureacrat.  Due process, after all.

"Unlike most school boards

"Unlike most school boards which schedule their meetings in the evening to allow members with day-jobs to attend, the Wake County school board decided to have its meetings in the middle of the day."

I believe that each board comes to  a yearly concensus as to the time of day it meets.  The BOE used to meet at 6:00 pm  many moons ago (10 years).

Keung may know more????

Why not both......

Since both jobs are "part-time" why doesn't she do both. Perhaps then, her ego would be satisfied.

"Gill doesn't expect to

"Gill doesn't expect to submit her resignation from the school board until Wednesday, which would allow her to vote at Tuesday's meeting. "

what votes are on the table??

Election of board chair and

Election of board chair and vice chair is on Tuesday.

oh, thanks! how very

oh, thanks!

how very convenient for her....

Not really

It just means she can chair the meeting so everyone else on the board can vote on the new chair.  If she isn't there, someone else would have to chair and they would then not get to vote unless there was a tie.

You're implying she is attending with nefarious lame-duck intentions when I suspect none exist.

no, you are reading that...I

no, you are reading that...I never said a word about nefarious lame-duck intentions....be very careful about putting words (or personal thoughts) on someone else....

Actually, Gill will turn

Actually, Gill will turn over the gavel to Del Burns at the meeting. Burns will be the chair, but can't vote at all, until a permanent chair is appointed. During the vote for chair, Gill votes just like everyone else. Ron Margiotta and Lori Millberg won't be at the meeting. If Gill wasn't there they'd have six members present and could end up in a tie.

thanks for the more

thanks for the more complete info.....
