The school board will soon have to determine a procedure for naming a replacement for Rosa Gill, who was tapped by the leadership of the Wake County Democratic Party to fill a vacancy in the state House.
Board policy is rather brief on the process. The policy just says that the board needs to pick a replacement who is from that person's voting district to fill out the rest of the term.
But the board could go with the process that was used in 2001 when the last time a vacancy opened up.
In February 2001, Wray Stephens resigned his District 8 seat. The remaining eight board members announced they'd take applications from the general public.
After receiving a pile of applications, Jeff York was chosen in July 2001 to fill the seat. He was defeated by Ron Margiotta in the 2003 election.
In Gill's case, her successor in District 4 will hold the post until at least November 2011. District 4 covers much of Southeast Raleigh.
Gill is the lone black board member. Considering that District 4 is overwhelmingly black, there will be pressure on the board members to fill the vacancy with an African American.

Sad to see Rosa leave
Sun, 07/12/2009 - 11:03 — infiniqueIt's really sad to see Rosa leave but this is a tremendous opportunity for her. I think we should be able to find a fine replacement though is not easy to find someone to fill her shoes as she did a great job.

Mon, 06/15/2009 - 06:09 — dutlassAttention all whiners - WakeSCARES needs you!
I thought this was a forum
Fri, 06/12/2009 - 14:13 — Teacher34yrsI thought this was a forum where people exchanged ideas, offered workable solutions, and communicated intelligently. What I've seen is complainers, negative inuendos, name calling and child like behavior! 95% of you have no idea of what it takes to be a part of the board's decision making process, much less how to sucessfully" chair" a board! As an observer of some of your comments, it's quite obvious you choose to be a part of the problem instead of trying to create a team effort solution. Stop whinning and get out there and become a part of the solution. Blaming and name calling only make you appear immature and spiteful. I'm quite thankful for the few of you who have some great ideas and are offering them as a means to this end! Be assured that these ideas are not going unnoticed.
Team Effort!
Fri, 06/12/2009 - 20:52 — g88ky07We will be a HUGE part of the solution this fall when we vote people into place who have even an ounce of concern for us, THE FAMILIES!
And it will be a team effort!

Fri, 06/12/2009 - 15:39 — Dadof3Yea, there's lots of venting here, but that's OK, because dissent is patriotic. There's a great exchange of ideas throughout this site, and like any true open forum, some days are more "on" than others.
On the positive front, please visit http://www.wakesca.org/ to see what more we are doing to affective positive change in Wake Co. Even better, come to our next meeting; Thursday. June 18, 2009 @ 7:00 - 9:00 PM - Knightdale -- see more details here.
Thanks for asking!
Stockholm Syndrome...look it up!
Fri, 06/12/2009 - 14:33 — Its_the_parents...Ummm...actually, we are verry competent, successful people, who have both survived and thrived in highly competitive environments, locally, nationally, and internationally. And many of us have grown up in very poor families, so there are no "silver spoons" involved here.
YOU, on the other hand, have been (voluntarily or involuntarily) co-opted or lulled into not expecting anything better from the system. The "powers-that-be" have been in charge - have been in charge for over two decades now! And the result? Severe mediocrity!!! Look at where NC and Wake County stand in the national scene.
STAND UP AND DEMAND BETTER PERFORMANCE!!! It's really not that hard - do not go gentle into the night of mediocrity and LOWERED EXPECTATIONS!!! GREAT things happen when the public demands better performance from its government and elected officials.
Somewhere along the line you have fallen hostage to the LOW EXPECTATIONS that the bureaucracy wants you to demand - so they don't have to work that hard.
Really, this isn't a rant - what distinguishes progressive civilizations from the rest is the fact that their citizens don't settle for sub-standard. Not a hard concept to grasp - now get on the phone to WCPSS and demand better results, rather than turn into an apologist for them!
Wondering
Fri, 06/12/2009 - 10:47 — SDR256What I'm wondering about is a process by which a candidate could be chosen which at the recent Democratic forum did not receive the most straw votes. In the article I read, another woman - El-Amin? - received the majority, then Bernard Allen received the second most (both were in the 30s) and then Rosa received 10. Its maybe informal, but this straw vote is some indication of the community's opinion. And Rosa was chosen even so? Doesn't seem that the community feels as though she would best represent them.
And then I was wondering how it represents the community to have the school board choose Rosa's replacement. Seems like it puts us at risk of getting a lot of figureheads who have been chosen by some political logic, rather than voted in by the community.
Is this fair representation?
On the other hand, maybe I should just pipe down because I think anyone on the school board to replace Rosa could only be an improvement.
Keep in mind that the RWCA
Fri, 06/12/2009 - 11:07 — KeungHui (author)Keep in mind that the RWCA can only make a recommendation. They don't have the final call. Not everyone who voted in RWCA's straw vote had a vote at Thursday's executive commitee meeting of the Wake Democratic Party.
funny, isn't it? how
Fri, 06/12/2009 - 10:58 — AngelaWfunny, isn't it? how "straw votes" taken by the BoE have counted as "real votes"....and yet these straw vote numbers were thrown out.....
Rosa Gill
Fri, 06/12/2009 - 10:39 — landsharkWhy don't some of you load mouths take the job! Most of us who watch from the sidelines see you guys all in the news complaining because you can't go on vacation. So what! Do you have any idea how many people in this country don't get to go on vacation? No you don't, if you did you would shut up. See to it that your kids get the best eduction possible when ever it is offered! Do you really think 100% of all of you can be made happy? I pay a lot of taxes and I am tired of your complaining.
If you don't like it
Fri, 06/12/2009 - 20:45 — g88ky07DON'T READ IT!!!! But, DO keep paying your taxes for us "load mouths" and DO keep watching from the sidelines while WE change your, and our, system this fall!
Hilarious!!!
Fri, 06/12/2009 - 14:16 — Its_the_parents......watching one fish-out-of-water (landshark)...ride to the rescue of another..(Gill). It is sad to watch a school district in a proud and diverse state such as NC being held hostage by a bunch of banana republic demogogues in the 21st century.
Our children and citizens deserve much much better...ignore the race and class-baiting these desperate jerks try to invoke in order to remain in power. These folks remind me of every third-world tyrant who plays race against race, rich against poor, and (perhaps soon to come) religion against religion just to stay in control.
Time to hit the flush lever.
Not sure what news you are seeing
Fri, 06/12/2009 - 14:36 — FalcWhat I have seen is people pointing out wasteful spending, the failure to close the NED/ED gap, the constant instability, and the inequities in the system as it is now.
Not going on vacation because one child is in mandatory YR and the other on a traditional schedule is a very small piece of the puzzle. It is even only one piece of the MYR puzzle. There are more important ones such as YR schools are only more cost efficient than traditional when run at full capacity. However, next year many YR will be well under capacity and will not even have four tracks, which now that the lawsuit is over cannot be blamed on the lawsuit.
If you are concerned about your tax dollars consider the wisdom of:
cutting instructional spending first
providing magnet programs where 70% of the students attending are affluent while many low-income students are bussed to schools without those extra programs
continuing to offer bussing as the only solution even though it has not closed the educational gap and nearly 70% of low-income students do not pass end of grade tests
paying to convert more schools to MYR when the existing YR schools are not full
Please remember your tax dollars will continue to pay for educational mistakes for a long time to come and so will the students.
"I am tired of your
Fri, 06/12/2009 - 10:56 — CaryCurmudgeon"I am tired of your complaining."
Then why are you here?
That's just it...
Fri, 06/12/2009 - 10:50 — JSBinNCLandshark... it's not just about my kids - but you've got it.
In orfer to see that EVERY child gets the best education possible with the monies that all residents are paying in tax - we need change. There are things that can be done more efficiently with better results for every kid - in particular the kids that need it most. There's a better chance that more people will be not only happy - but challenged and supported in their educational endeavors - with some change.
This is so not about "vacation time" to me (dare I say most people that are out here... but don't want to speak for them.)
I live in this school board district
Fri, 06/12/2009 - 10:35 — PaulTerrellI was the only non-African American at the forum to decide Dan Blue's house seat. I hope to throw my hat into the ring. We need leadership on the school board. It is time to stop the partisan tactics used on the school board that is supposed to be non-partisan.
from bad to worse
Fri, 06/12/2009 - 10:29 — resident1Now Rosa Gill can go from not representing the community on the school board to not representing community in the State House. Great. More of the same but much more. The democratic party"leaders" should be ashamed of themselves.
THANK GOD ROSA IS GONE
Fri, 06/12/2009 - 07:56 — avg_joeLet's hope whoever replaces her and the other departing school board members decide to represent parents and students, not just ivory tower education theorists who have no role in electing them.
Blessing in Disguise
Sat, 06/13/2009 - 08:45 — jj5clarkThe election for NC House District33 Representative in 2010 will give you the chance to vote into office your choice for representation; the placing of Gill to that seat this week is only for the unexpired term as Blue moves to fill the Senate seat vacated due to Malone’s death. Likewise, Gill’s replacement will be for an unexpired term. Take the opportunity to find someone now who you can support for both jobs. Start grooming someone for both races now. Filing for candidacy is Feb2010 for NC House District33, and July 2011 for Wake School Board District4. Our work starts today! . . .and you will have your desire to keep Gill removed from both jobs . . .
