WakeEd

The WakeEd blog is devoted to discussing and answering questions about the major issues facing the Wake County school system. How much will the new Democratic majority on the school board do to undo the changes made by Republicans since 2009? Will the new student assignment plan be a hybrid of the last two models or primarily be a return to the use of busing for diversity? Who will replace Tony Tata as the new superintendent of the state's largest district? How will voters react to a likely request in 2013 to borrow potentially more than $1 billion to build and renovate schools?

WakeEd is maintained by The News & Observer's Wake schools reporter, T. Keung Hui. While Keung posts information and analysis on the issues, keep us posted on your suggestions, questions, tips and what you're doing to cope with the changes in Wake's schools.

Not giving up the Leesville fight

Bookmark and Share

At what point do you finally throw in the white flag over Leesville Road Middle's conversion?

As noted in today's North Raleigh News article, that doesn't look to be happening anytime soon. Lisa Boneham, founder of Concerned and Committed Leesville Parents, said they'll fight the issue with the county commissioners and, if needed, beyond that point.

Boneham's first goal is to get the commissioners to withhold funding for the  calendar conversion. Even if the commissioners side with her, the school board might still dip into its rainy-day fund like what happened in 2007.

Boneham said some parents, not her though, are talking about legal action. But she said she is looking to back school board candidates in this fall's elections.

LRMS Staff Members STILL do not have assignments

Hey All:

I was at a meeting at LRMS last night, and guess what---the staff members STILL do not have their track assignments.

I do NOT fault Ms. Hamler, since this is a HUGE numbers game she has to play. However, the argument that "it's too late" is still INVALID.

This is so frustrating. It's all a big unnecessary game, and the families and staff members around Wake County are the losers.

Does the BoE know this? As

Does the BoE know this? As if they ever cared about the truth.

Lisa and others

Hate to sound like a broken record, but I hope all of you are sharing this information and your personal experiences with County Commissioners. I speak at their meetings, supply facts, figures, and graphs about enrollment, energy costs, etc. at the converted MYR schools (plus warnings about what the increase in "latchkey children" will bring about), but they need to hear from folks whose children are or will be directly affected by conversions. They also need the figures you are sharing on this blog, so if you haven't done so already, please contact them! True, it might not matter, but there is a chance that it will.

Inform the public Mr. Hui!

Mr. Hui, PLEASE run something with the real facts! Only those of us who read this blog know these numbers. If only a small portion of the general public know about this waste of $, with such important programs being cut, maybe the outcry would be loud enough to help shame the board into doing the right thing! They are stealing from our kids by cutting teachers, classes, etc. and still forcing the under enrolled MYR. Seems to me that this would be a great headliner- WAKE COUNTY SCHOOL BOARD STEALS FROM CHILDREN!
I also wonder if the board has thought about how much it will cost our society in prison costs and crimes if the program to help give the long-term suspended kids a chance in a supportive program is cut. If they really think the on-line thing will work, they are crazier than we think!

Leesville IS Keeping Up The Fight With Facts

Hey Keung:

Thanks for writing this article. When will you be given the authority to write something more "investigative" in nature? We have all of the facts you could possibly need, and since these facts come directly from Growth Management, it would be VERY interesting to see anyone try to dispute them. We are both VERY aware of Rosa Gill's comment last week when she said "even bringing Chuck up, he's going to give us the same information that he's given us at least 10 times". The board is already very aware that Chuck is relying on old outdated projections and figures in order to push this unnecessary and wasteful MYR conversion. The longer the truth is hidden, the more our community will have to suffer.

Thanks to Wiki-Angela for stepping in to provide the facts. I had a very nice "Spring Break" from school issues, but now I'm back. I am ready to keep the pressure on to have WCPSS admit the truth and finally do the right thing for Leesville families and staff members. It's never too late to do the RIGHT thing.

The Letter to the Editor from Allen Jones regarding CIS was very appropriate. At last week's board meeting, the "alternative" provided was a joke. It was suggested that while students are suspended and not able to return to school for an extended time, they can just take on-line courses to keep up with their school work. REALLY?? These kids are suspended, and most likely the suspensions are for DISCIPLINE reasons. Are they disciplined enough to take on-line courses? Do they have someone to monitor them to be sure they are doing the work? Do they have access to computers or are they close enough to a library to use a computer?

I am SHOCKED that WCPSS is actually willing to waste $250,000 on an unjustified MYR conversion when that money could be spent on the CIS program instead.

Anyway, as usual I have a lot to say, but also a lot to get caught up on. But, as Keung said, we are NOT giving up. We've come this far, we have the UNDENIABLE FACTS on our side, and it would be a disservice to our community if we just gave up now. Along with 21 other schools, Leesville Elementary endured a destructive and divisive MYR conversion in 2007, and our community does NOT deserve to be punished with another one at LRMS when there is NOT ONE COMPELLING REASON TO FORCE THAT CONVERSION. Until we achieve true calendar continuity and all 3 Leeville schools are following the traditional calendar, we'll keep fighting FOR our community and for KEEPING OUR FAMILIES TOGETHER.

For any LRMS students who were in school Tuesday, they received their track assignments during homeroom. The others will receive them this Tuesday. Rising 6th graders should be receiving theirs in the mail today, so there is still PLENTY of time to make the right decision to KEEP LRMS TRADITIONAL.

I hope everyone had a HAPPY EASTER!

An

An investment
http://www.newsobserver.com/opinion/letters/story/1481129.html

As our Wake County school board wrestles with allocating fewer dollars, let me share my perspective as a businessperson and a Communities In Schools of Wake County supporter.
CIS makes a meaningful difference for many of our most at-risk students. In classrooms and afterschool learning centers, CIS helps young people find greater educational success, make better choices and strive to reach their full potential. We enjoy strategic partnerships with both the Wake County Board of Commissioners and the public school system.

In business, we invest in long term success; we find the upfront costs are far outweighed by not investing. That's one reason my company helped renovate the learning center in the Heritage Park community.

We know how CIS Wake programs impact our students. There is an analogy here to consider in the current funding discussions.

Citizens and businesses benefit through a strong education system, and that requires continued investment. I believe this investment will pay off for our community, businesses and most importantly the young people and families we serve. The investments we make today are far less than what it will take if we do not support programs like Communities In Schools.

This is one program I have

This is one program I have been told CCLP has been trying to save. Spend $250,000 on CIS and do not waste that money on MYR for LRMS. I hope Mr.Jones does not stop with the N & O. Losing CIS while wasting money on LRMS conversion is a crime.

as I have pointed out

as I have pointed out oh-so-many times to BoE, CC's, DPI, the NC Auditor and all media, this is truly the case and yet NO ONE seems willing to act on it....THAT is the crime, those that profess to want to "help the children" are ignoring plain and simple FACTS.

You need the media to get

You need the media to get involved to ask the probing questions. You are just considered *pesky parents* threatening to ruin the grand plan, but are merely irritating gnats to BoE as they remain untouched and protected by the media.

How about a live debate; Lisa B debating Chuck Delaney? He could tag-team with Patti Head and Lisa could silence them both. That would be most excellent to witness. Media coverage a must. They could not spin their way out of being confronted with the truth. Lisa's facts would leave them with nothing to say but *we lied and we were wrong after all*.

Family time

Family time

http://www.newsobserver.com/opinion/letters/story/1481023.html
I find it ironic that Patti Head has decided not to run for re-election for the Wake County Board of Education so she can have more time with her family. I am sure there are many of us in the Leesville school community who would like to spend more time with our families. Oh, but wait, we can't.
Our kids are on different school calendars.

Frances Lewis

Excellent letter. Patti

Excellent letter. Patti Head's actions ooze with hypocracy and distain for the Leesville community. How can she face her neighbors after the damage she keeps inflicting on them? Is she actually planning to stay in her current neighborhood after her latest attack on LRMS?

2009-10

2009-10 Projections:

LRMS

Base students to attend LRMS=1095

TRADITIONAL capacity of LRMS=1222

LRMS will operate at 80.6% Capacity on a TRADITIONAL calendar

(*No additional base nodes will be moving into LRMS during the 2nd and 3rd years of the 3-year plan)

LES

Base students to attend LES=693

TRADITIONAL capacity of LES=860

LES will operate at 89.6% Capacity on a TRADITIONAL calendar

(*No additional base nodes will be moving into LES during the 2nd and 3rd years of the 3-year plan)

As I mentioned to Lisa,

As I mentioned to Lisa, Dulaney is projecting 1,345 for LRMS in 09-10.

Please CALL HIM ON THIS Keung

Hey Keung:

I realize that Chuck says he's "expecting" 1345, but what exactly does that number mean?  Hmmmm.  REMEMBER, it's all in the TERMINOLOGY and this is another classic case of "spin" to justify a flawed plan.

It means that there are 1281 base students ASSIGNED to LRMS for 2009-10 plus they're accepting 64 application students (for a total of 1345).  Chuck has to say they're "expecting" all base students to attend, knowing FULL WELL that they won't.

Compare that to 2008-09 where we have 1467 base students ASSIGNED to LRMS PLUS we have approximately 30 (?) attending by application BUT the number of kids actually ATTENDING LRMS this year is only 1282.

BOTTOM LINE, with 186 FEWER students assigned to LRMS for 2009-10 there is NO COMPELLING REASON TO FORCE THIS WASTEFUL CONVERSION.

Chuck attended a PTA meeting at LRMS last month, and I actually questioned the problem with the numbers.  He fumbled over his words and said "I think your number sounds low...I don't know where that number came from...etc...  When I told him that his staff had provided it to Patti Hamler (LRMS Principal) he didn't have an answer, so I said I'd e-mail him for clarification.  STILL NO RESPONSE to that e-mail.

This CRAZY conversion needs to be STOPPED before the waste is allowed to occur.

In the "REAL WORLD" people would not keep jobs if they made these types of decisions.  I'm not asking for someone's job--I'm just asking for HONESTY AND TRANSPARENCY.

When will the lies

When will the lies stop?

Children are taught that there are consequences to their actions. Should our elected officials be exempt from consequences when they act irresponsibly and in a wasteful way?

Describing Chuck as *fumbling* when you had him in the hotseat is an understatement. The description I was given was *Lisa Boneham had Chuck Delaney sweating and stuttering and at a complete loss for words to the point where she had to step in to save him by offering to confirm numbers via email*. Wish I could have been a witness. More reason for a debate with witnesses present.

Simple verification

There is a relatively simple way to verify that what Lisa is saying is true.

  1. Get a spreadsheet of all the student assignment nodes from Growth & Planning.  We have one that was supplied from September 2008.
  2. Add up the students in the nodes assigned to Leesville Middle for grades 6-8.  This number comes out to 1,457 students.
  3. Look at the WCPSS Assignment by Choice spreadsheet located here:
    http://www.wcpss.net/demographics/enrollment/tbl08AssignIndicator.pdf
It shows only 1,228 base students actually attending Leesville Middle this year.

So, 1,457 base students assigned to LRMS, only 1,228 attending...  What happened to the 229 base students that are not attending Leesville?  They are attending magnet schools, transferred to another school or something.

Now look at the node assignments for 2009-10.  Add up the number of base students assigned to LRMS.  If it's less than 1,457 as Lisa claims, then expect enrollment at LRMS to drop.

Whatever happens, Mr. Dulaney will attempt to fill up LRMS with YR application students just like he did with LES to try to justify the MYR conversion when it is not justified by the number of base students.  This despite the fact that East Cary and Durant Middle, the two adjacent YR middle schools are the least crowded middle schools in all of WCPSS.

Hence, the reason Chuck

Hence, the reason Chuck Delaney would not speak up during recent budget talks concerning Leesville Middle School. His lies had advanced to the point where the truth needed to be told so his answer was silence. He is never 1 to shy away from tooting his own horn when he belives his spin will be believed. His silence said it all.

I do my own research, Lisa and I didn't confer

really?  that's certainly NEW and where can THOSE numbers be found?

was there an ambush of applicants?  because as of only about a month ago HE admitted to a "wash" of applicants vs. transfers....and certainly NO increase like that mentioned.

what gives?

some numbers

In WV - we were reassigned from LRMS to West Millbrook Middle School, with LRMS as our YR option.  Rising 7th, 8th graders grandfathered.

Out of 28 WV LRMS students, 23 applied to LRMS YR,  8 accepted (one parent is a teacher there).  One student got track 4.

Then, late last week a student who was initially rejected got an acceptance to LRMS for track 4, for a total of 9/23 accepted to LRMS YR.

One student who was rejected had been going to Leesville Elementary, which makes no sense at all.  So much for consistency.

Even though Mr. Dulaney said the transfer requests in/out of LRMS were a wash, and most of these students are grandfathered, only 9/23 were accepted.  Those who push on to submit the transfer request will now have to fight for the exception to get the bus ride on the bus that's going thru the neighborhood anyway.

Who has time for this? Enough already.

and there's more

Students are bringing home their track assignments from school, which may be different than the one sent to them by Wake Growth Mgmt. (!)  The students are told that the one from school has precedence over the assignment from Wake Growth & Planning.

Another person got a followup letter saying they were now accepted to Track 4, after a previous rejection and after they submitted a transfer request.  We are now at 10/23 acceptances into LRMS for Wood Valley.

IMO, they have taken a perfectly good school and thrown it into confusion.  Which letter do you believe?  The teachers I had hoped my 6th grader would get have requested transfers because of the YR schedule.  We are opting out to private school, so no grand social experiment for us.  Since the schools we are assigned to (Jeffrey's Grove Elementary and WMMS) 'need our numbers', very few of Wood Valley's YR or magnet applications ever get approved.  It's just insult that the kid who did manage to get into Leesville Elementary YR now doesn't get accepted to LRMS.

This whole process is a FIASCO.

9 of 23 is a crime. Y'all

9 of 23 is a crime. Y'all are the group who should be given seats because you are being forced to move and there is a great deal of space available.

Thank you Angela W. BTW,

Thank you Angela W.

BTW, were you involved with Lisa B's group pre-MYR at LES? I just found an idiotic claim on Dana Cope's thread from someone blaming Lisa B for an anti-Stough protest. I spoke with 2 who were involved with Lisa B this AM who said that not only was Lisa not involved in that type of protest, she firmly insisted that her group not do anything against Stough. Can you confirm or deny an anti-Stough protest by LES families?

there was no ridiculously

there was no ridiculously named anti-Stough anything!  We weren't even given Stough as our option until it was almost too late...our opt-out was "unknown" as they did to many....we asked for TWO years to give us Hilburn which is closer, and it sat with empty classs for those two years....to date, it still contains THIRTEEN EMPTY classrooms

Thank you for the

Thank you for the confirmation Angela W. As usual it is the clearly uninformed who jump in to spew lies. They need to try a lot harder if they want to tarnish your CCLP group.

Next prediction you all will be called snobs again for not taking your new traditional opt out Hilburn Drive; a.k.a. stepchild #2. With forced MYR at LRMS how can Hilburn Drive benefit from that meaningless *gesture*? What a joke to hear Chuck expects thanks for that *nothing* PR stunt.

too true, and yet when I

too true, and yet when I inquired about Hilburn for some info (and perhaps buy my family two years of the same schedule), I was told that "Wake is proceeding as if they've won the law suit and not allowing opt-outs"  I could apply for a "transer between 5/15 and 6/1" but even that was "unlikely".....

Unbelievable. Is it because

Unbelievable. Is it because LES will already be under capacity? Don't be surprised if they do allow applicants into LES to *pad* the numbers and bring enrollment closer to capacity though. The dishonest maneuvering WCPSS employs is dishonest and wrong. Anything to hide the truth that the MYR conversion at LES was unjustified. Now they are playing the same cruel game with your LRMS. You will be singing a happy tune with a caring and responsive BoE rep.

yes it's unbelievable and

yes it's unbelievable and no they are already allowing applicants to LES, projecting over 1000 students yet losing staff....go figure!

we're done with LRMS for now, won't be facing that mess for another two years by which time a more FISCALLY ACCOUNTABLE BoE will hopefully see the light since LRMS has NO projected growth thus hopefully converting it back to Traditional.

Allowing applicants in order

Allowing applicants in order to falsely justify the *need* for MYR. The tricks used to continue with an unnecessary MYR conversion disgust me. Applicants can come in but base atudents are not allowed to leave. Liars eventually get exposed and your group CCLP is doing a bang up job of exposing the Leesville facts. Stay on this. If the BoE continues on this path they will expose themselves as the dishonest crooks they have become. When a group of politicians chooses to cause more damage by continuing with lies instead of preventing damage by admitting the truth they only show how corrupt they have become. Don't give up Leesville; you've got a slam dunk on your hands.

you are exactly right!

you are exactly right!  it's the *ONLY* way they have to make it look like MYR is working at LES, application and NO transfer, opt-outs.  AND WHERE IS THE MEDIA ABOUT THESE FACTS??

Editorial after editorial ad nauseum about the "laudible", yet unproven, diversity policy spoken about by true hypocrites, and NOTHING about the numbers at LRMS, a few ripples about the Magnet screw-up, but NOTHING about the fact that WCPSS is acting as if they've WON a lawsuit not yet ruled on and not allowing the LEGAL right to opt-out....WHERE IS THE MEDIA WITH THIS?

I DON'T GET IT!!!!!!!!!!!!!

Because the owners/editorial

Because the owners/editorial staff (Mr. Hui excluded) are in bed with the ITB elite, WEP, etc. in a concerted effort to protect the ITB schools so CEOs will still want to locate their companies here.  The goal is to be able to assign students at will so the test scores are all average and none of the schools ITB has too many F&R students. Based on the F&R numbers at the "rim" schools, anything OTB is irrelevant in their view of the world (which, IMHO, has not changed 30 to 40 years).

IMHO, the power of the ITB elite is staggering - too bad they don't use it to actually educate the children of Wake County.  They're too short-sighted to see that the way out of poverty is through education - something that's gotten lost in today's welfare state.....

Lisa B where are you? I am

Lisa B where are you? I am speaking with national media and need the Leesville Middle numbers.

not Lisa B, but here's the numbers

WCPSS is currently in an "economic hurricane" (Del Burns) yet refuses to re-visit MYR with a cost $105,000/per ES and 150,000/per MS with TWO examples of NO GROWTH in Leesville, thus wasting hundreds of thousands of dollars!

Please write!!! Demand accountability for fiscal irresponsibility!!

here are the numbers for
LES and LRMS for the 2009-10 school year:
LES:
Traditional capacity=860
Base Students To Attend LES 2009-10 = 693
(There are currently 698 year-round seats available in the area between Sycamore Creek & Brier Creek)

LRMS:
Traditional Capacity = 1222
Base Students To Attend LRMS in 2009-10 = 1095
(There are currently 1031 year-round seats available between Durant Middle and East Cary Middle)

waste of tax payer money, teacher's time and family time

Saturday make-up day at MYR LES? 46% absenteeism rate, that is not including the late arrivals and early dismissals and apparently there were a LOT of those!

and the buses....the EMPTY beige bus that drove the route from downtown (nice use of tax dollars and fuel), the other bus with 3 students and one more with five students.....yeah MYR is surely working out well for ya, Rosa, Lori, Patti, Kevin, Eleanor and Chuck....gotta love that FISCAL responsibility that y'all are showing. but keep on spending that $250,000 for that building next door with NO GROWTH projected....and the N&O will keep hiding and/or not sharing those facts and making it a "parent" issue instead of a fically irresponsible issue.

Fiscal irresponsibility at

Fiscal irresponsibility at it's best. What a cluster *decision*. Best to admit the mistake now than to follow through with such an ill-conceived and throughly wasteful MYR conversion.

why such a big deal?

my daughter goes to lrms, so we adjust to the new schedule.

Typical selfish attitude.

Typical selfish attitude. *I can adjust so why can't everyone*. Let me guess-you do not have a HS child or traditional ES child. If you do you will be singing a new tune after your family tries to *deal with it*.

Lemming Syndrome!

It's easier to follow your so called "leaders" aka: the clueless ones, than to think for yourself!

The whole reason WCPSS went for YR was....

for expansion, over crowding, cost savings..... or that is what we were told.  Now that is no longer the case and what is the excuse.  Diversity at any cost.  do oyu enjoy being played with, lied to.   When you have multiple kids on multiple schedules you will see the issue.  Enjoy.....

The issue is that WCPSS is

The issue is that WCPSS is spending a quarter of million dollars to do this conversion in the midst of an "economic hurricane" (to quote Del Burns) to gain seats that are not needed in the forseeable future.  Growth in the area is stagnant and the number of students assigned to the school can be served under a traditional calendar.  The numbers have been well researched and documented by Lisa B. and friends.

As for adjusting, just wait till you're told that in order to get certain advanced classes for your child you must be on a certain track (hope it's the track you want for your family time) or that advanced classes will no longer be offered because there aren't enough students in a given track to fill a classroom.

Calling Lisa B: please

Calling Lisa B: please provide those enrollment projections, traditional capacities, funds that will be wasted with MYR. Anyone with a 2nd grade education can confirm what a problem this will cause.

The big deal is that when

The big deal is that when families are forced on this schedule, particularly when they have other children on the traditional calendar, there needs to be overwhelming evidence that this is some sort of absolute neccessity. Instead, it's the opposite. No need, and in fact, an enormous amount of cost involved to convert that the county can't afford at the moment when jobs are at stake. Mandatory year round serves no purpose.

So glad to hear you are not

So glad to hear you are not rolling over LisaB. You have relentlessly pursued the truth with patience and respect. Total class. Don't give up now. You have facts and total community support behind you. Shame on the BoE for pursuing the disruption with non-stop lies.

Why not take legal action at this time?

Please read and help out

Here's a link to a post containing a speech I made before the County Commissioners on Monday. In it, I refer to Leesville Middle and to the opinion that not all of the converted MYR schools need to remain that way. I have asked Lisa to please call and/or email commissioners to back up my assertions, and I'm asking those who agree to please do the same - ASAP. Thank you!

There are also links to important graphs that I think are easier to read than some I've done before - thanks to Ann R. for that!

Legal Action sounds like the way!

You get 'em Lisa! Good for you for being so noble and fighting for what MOST of your school(s) want! And for what is RIGHT!!!

Track assignments? Tracks 1, 2 & 3 brought theirs home Friday. Many people being "forced" to another track because of our collapsing tracks. Since track 4 had the nerve to be "tracked out" theirs were mailed on Friday.

Another case of inequality and interesting timing!

Time for a lawsuit.

Time for a lawsuit. Acknowledging the waste but not halting your conversion is grounds for firing. Realizing they would never be reelected the 3 cowards just quit and do not care about making sensible decisions.

the call came last night

the call came last night that track assignments went out to students who were present at school Rising 6th graders' letters were mailed......interesting timing, since school is now closed until the 14th.

Thank you Lisa!!!!I know

Thank you Lisa!!!!I know you've sacrificed untold hours of time and and personal sacrifice for this cause. Thanks for not giving up.

Thank you Lisa!!

Keep up the fight, not just for your kids, but for everyones.
