Discussing the impact of magnet and year-round schools

Tuesday's discussion about Fox Road Elementary highlights the challenges and limits that the current assignment policy faces in Wake.

For those who don't want to read the whole post, I'll run off some of the main points from Tuesday's facilities committee meeting. Staff is reviewing the draw areas for magnet and year-round schools, which could affect where current and future application students will go.

For diversity reasons, some magnet schools were deliberately left with empty seats this school year. For diversity reasons, an effort to encourage more low-income students to apply for year-round schools may have backfired, at least at Fox Road Elementary.

For those who are patient, here's how things unfolded.

Fox Road was chosen for a more detailed focus because the high number of middle-income students who've left the school have sharply increased its percentage of low-income students.

Look at this handout from Tuesday's meeting to give you a start.

There was a sharp spike in the number of people from Fox Road's base who applied for magnet and year-round schools in 2007-08. That's also the year in which a lot of Wildwood Forest Elementary students were reassigned to Fox Road.

Looking at the magnet totals, you'll see fewer students got accepted this school year from Fox Road.

(AC KI means accepted for kindergarten. AC Not KI is for applicants accepted for other grades. AZ KI is for kids who got in because of sibling priority.)

Staff explained that in past years, applicants from non-priority applicant schools such as Fox Road were often able to get seats in magnet schools over the summer. This took place when magnet principals feared they wouldn't have enough kids to keep their alloted teachers. When the priority pool was exhausted, it got opened up to everyone else.

But this year, Laura Evans, a growth and planning senior director, said they tried to do a better job at not filling seats over the summer with non-priority applicants even if meant leaving seats empty.

Moving to year-round schools, you'll notice a spike this year in the number of applicants accepted from Fox Road.

Asst. Supt. Chuck Dulaney explained that this year they had tried to increase the number of low-income applicants to year-round schools by changing the selection criteria.

In 2008, the selection was based on the node and base school both being 5 percent above the system average for F&R.

This year, it was based on the node and base school both having an F&R percentage above the county average of 33 percent.

This is where Fox base parents may have benefited. The school is well above the system average for low-income students.

Dulaney said what happened at Fox Road is that they got middle-income applicants who applied from high-needs nodes. The F&R percentage of Fox's year-round applicants was 17 percent.

"We probably pulled students out who were not from high-needs families who were from high-needs nodes," Dulaney said.

Dulaney said this is a problem that's not exactly uncommon.

"The problems of middle income students migrating to year-round schools has long been a problem," Dulaney said. "It’s not a problem we’ve figured out how to solve, and it’s a problem that manifested itself this year at Fox Road."

Wake's problem is that it can only look at node-level data. It's not allowed to look at the F&R percentage of an individual student who has applied for a seat.

Dulaney called Fox Road an example of an "assignment puzzle." While Fox Road doesn't have the space to handle all the kids from its base, Wake would prefer that more low-income students leave than middle-income ones.

Dulaney said that if all the base returned, they'd have to reassign 300 to 400 students out of Fox Road.

"It's a quintissential example of how hard it is to assign students to their closest school, keep schools balanced and offer choice to families," Dulaney said.

Dulaney and board members stressed that they're not talking about forcing application and transfer students to return to their base schools.

But Dulaney said his staff is reviewing the draw areas for the magnet and year-round schools. He could present new draw areas to the board in November or December.

Dulaney said they'll look at things such as whether a particular school gets too many or too few applicants.

The issue here is you're applying to a program and not to a specific school. So if they change which year-round school covers your area or which GT magnet school is in your area, you've got a problem.

They'll let you stay, but possibly without transportation. You can also go to the new school or return to your base school.

Wake redrew several draw areas for this school year.

As part of the review of draw lines, school board member Lori Millberg suggested making River Bend Elementary the year-round application school for Fox Road. It's currently Durant Road Eleentary, which has a much lower F&R percentage than either River Bend of Fox Road.

Millberg said making River Bend the year-round choice for Fox Road would be a "win, win" situation.

Aside from the potential draw area changes, the outgoing board doesn't appear to be set to make changes to the selection lottery. Board member Patti Head said they should share all this data with the new board members.

“The new board that’s seated in December will very much be interested in these new reports," Head said.

It's more likely that the new board will go to a random selection process instead of the weighted one now in place.

The fact that the editorial page of the N&O wants Cathy Truitt to do something is sufficient for her not to do it.  I prefer an election between John and a former opponent who has now endorsed him than between John and all the status-quo forces in the entire county.  By staying in the race, Truitt blunts any opposition that the status-quo crowd could bring.

 

Truitt had no prayer of

Truitt had no prayer of beating Tedesco in a straight-up election.  She will stay in the race because she is hoping that the NAACP and magnet groups will mobilize voters against Tedesco, and thus for her.  If elected, she will take the seat for herself.  Claude Pope and the Republican party have let themselves get played, again.

Or, she cut a deal with the status-quo crowd to offer the "vacant seat" scenario in exchange for the superintendent's job.

She has a small set of backers called the Garner Advocates who have been behind all of this.  These are all business-owners in the Garner area.  If anything goes wrong with this election, look for the list of these people along with the businesses they run to be made public, along with a petition to boycott those businesses.

I don't know why are you

I don't know why are you are getting on the GOP, they played a huge role in getting Goldman, Malone and Prickett elected. Claude Pope pulled out all stops and was able to acquire an enormous amount of resources to get the vote out...also many from the GOP manned many of the polls in support of WSCA-endorsed candidates.

The Democrat Party and the NAACP on the other hand have shown they were more interested in playing politics than supporting the much needed change of direction needed with WCPSS.

You grossly overestimate

You grossly overestimate the influence of the GOP.  Frankly, I don't care who takes "credit" so long as the four right people get elected.  As I recall, the GOP played a "huge" role in endorsing Gerry Ballan at the outset.  I've seen the GOP reports, the GOP raised about a third of what WSCA and the candidates did.

And not once, but twice, the GOP has conducted press conferences or sent mailers congratulating John on his election, doing a great job of convincing people that they do not have to come out and vote again.  Mr. Pope was so anxious to take credit for success that he jumped the gun and made things more difficult for John.

I have nothing against the GOP, there are some good people who are members.  But Mr. Pope & company have done more to hurt John than to help him.

 I don't

 I have to disagree. I don't understand the desire to dis an organization that has been a significant part of the effort to do the right thing with Wake County schools. As I understand it, many of the GOP are members of the Wake County Taxpayers Asso. which recently held a fund raiser for Tedesco and offered other services to help with his election.  Yes, they made a big mistake with Ballan, but have stepped up big time since. It sounds like your beef is with Claude Pope, not the GOP.

Also, it is Truitt, the NAACP, and the CCCAAC -- not a GOP member among them --  who are making it "difficult for Tedesco.

Context

Chalk it up to heat-of-the-battle frustration. Hindsight is always 20/20.

I wish that was possible,

I wish that was possible, but the reality is that politics inserts itself into nearly every aspect of our lives...and it is getting worse as more and more people begin to accept that government is the answer to everything. Too many of us are too willing to let them take over companies, our healthcare and our freedoms. We are on the slippery slope and gaining speed.

CC will speak for himself, but, despite my voting tendencies, the state and local R party does just about everything they can to create trouble. D is worse, sure, but so what? I'm waiting for the R's to grow up. I lost hope on the D's back in 1992.

I'd wager the R's hold WSCA back, not advance them, and for this context, I don't see them adding any value.

We won't let J Tedesco

We won't let J Tedesco lose.  Our families have suffered too long.  So sad that a school board election has been handled in such an underhanded and sneaky fashion.  J Tedesco is 4 all kids.

My time has been as limited as anyone of late, but after 5 hours of pounding the streets today I'm happy to know 400+ more homes have the latest piece reminding them why they need to vote for John Tuesday.

The Barber gang in red and status quo failed supporters won't change what is going to happen on Tuesday.  John Tedesco will finally be able to roll up his sleeves and get to work for district 2 and all children across the county come 8-8:30pm Tuesday evening.

Well, he probably would like a nap first.  :c )

Something sane at last

Moving away from a manipulated lottery to a true lottery is a relief. Step 1 in the right direction. Next step would be to boost the resources at non-magnet schools so that PTAs at magnet schools feel less like a rapacious bunch out to protect their taxpayer funded lottery winnings.

This makes no sense at all.

First, the premise of this event is based on a false assumption. No one has suggested doing away with magnet schools? As I understand it, the newly elected BoE members want to expand the magnet concept and programs and make them more fair so more students can have access to them.

Second, I find it very odd that a discussion on "diversity" is being sponsored by the NAACP and being held at the all-black Martin Street Baptist Church? What is diverse about that? Wake County is a big place, but every so-called diversity discussion takes place in this one small place with the same participants...who are 99% black.

National PTA is a lib organization

The National PTA is a liberal organization, so this isn't all that surprising.  After all, a PTA in Asheville gained notoriety this September when they hosted the little children singing a hymn of praise to Obama.

Praise? Let's play a mental game: go through all 44 presidents. Think of their names and how you view them. We may honor their effort, we admire their courage, their wisdom, their smarts or cringe at their folly. But... praise? That's more about preternatural worship than what one accords a human, unless, of course, if you dig that kind of thing, Venezuela or N. Korea might be more to your liking.

So, yea, I think praising any president is misguided and indoctrinating hero-worship, though I might heap praise on the creation of our system, the chair of the presidency and it's preservation through today.

Several magnet school PTAs are posting this. Tacky? Its down right diabolical. No PTA would post any WSCA messages. If they're going to do it, they should at least be fair. 

magnet parents are reacting in fear

You're right, they wouldn't because they are afraid.  My kids are in magnet schools as a result of constant reassignment threats and the mandatory year round conversion of our neighborhood elementary school.  My kids love the magnets and I'd love for them to be able to stay in them and think it would be the best for them academically.  But I also understand that the system needs to change.  Is the current set up fair to the parents I know in the Fox Road base who have exceptional children who also would benefit from the magnet program?  Absolutely not, and that's why I read this blog and shared this PTA announcement.  FYI, the magnet community is mobilizing and is preparing for all out war to keep their children and programs in place.  I don't think it will be pretty, but I understand it.  They want to protect what they have.  Just as much as the WCSA wanted to get the best for their children.

At least 1 of the new school board WSCA candidates is a magnet school parent if that tells you anything.  I suggest you alert the magnet community to research the fallacies being spread by NAACP and status quo.  They are the ones you should fear.

So sad

We have experienced that fear and I'm really sorry that you are in that place right now. Its not a nice place to be. 

I'll ask you though to carefully research what you are saying because the magnet families are being used as pawns in this. WSCA and the candidates they've backed have said NOTHING about magnets other than "why would we mess with something that's working". The reason that we - a grassroots parent led group - have backed these candidates is because they have their priorties straight. Please know that our group is comprised of many members who have been 'seasoned' through different antics of WCPSS - the year round debates, reassignments, magnet lottery scandals - different motivations for all. We see now that the failures of this system - for ALL children, not just 'our' children - can be addressed if parents will work together with the board. The current powers in office do not listen to parents. They do not want to give up their power. They arrogantly dictate according to their own 'value judgements' (their words). It is in their best interest that we remain fearful and full of chaos. 

The WSCA backed candidates will support STABILITY as a primary goal. Therefore, don't expect a bunch of kids to get kicked out of schools like the old bunch would normally operate. This new board will operate with dialog and collaboration - as long as we are able to get John Tedesco seated. 

Don't be tricked this Halloween. There are extreme special interests in this race now who want to overturn what voters and parents have overwhelmingly voted for - which is a voice and a chance to fix the fact that 54.2% of at-risk children in Wake county do not graduate. That's obscene! You'd think there would be a march about THAT.

We all get involved because of 'our' children. But hopefully people take the time to evolve, educate themselves and realize that unless we - parents! citizens! individually, not with 'special interest' banners - help ALL children it will never be solved. And - addressing the other poster, it is not 'their' magnet schools, it is OUR magnet schools. They are working fantastically! How about if we take what's working and SPREAD IT AROUND? Let's have MORE of OUR magnet schools, eh?

As long as someone is holding up an 'us vs them' red cape hoping the mob will stampede, you know they are only concerned with power and not with dialog and collaboration.

Its unfortunate that you didn't have the chance to come to one of our many cross-county WSCA meetings to discuss your concerns sometime before this. I think we could have spared you the anxiety.

You're preaching to the

You're preaching to the choir in my case.  I agree with you and support WSCA.  I'm just reporting on what's going on in my world.  And I agree with those of you who said this infighting is a result of the current BOE's policies.

what are they fighting?

That's the legacy of the current BOE - parents thinking they have to mobilize their whole neighborhood/school community to attract media attention and hopefully shame the BOE into doing the right thing (didn't work, btw).  

Personally, I can't imagine the new BOE members taking anything away from kids who are currently in magnets.  That's why I don't expect huge sweeping changes in 2010, or any 'blowing up' of the system.  It will take YEARS to unravel this mess.  But, if we make a step in the right direction - making magnets a pure lottery for new applicants, for example, I will be happy. 

Hopefully all these parents have contacted their board rep to get first hand information on what they are thinking, and to let them know their concerns.

if they had only listened to facts, warnings, and suggestions over the past several years. That's what is so tragic about all of this. It didn't have to be this way.

The times of being ignored are over.  We will solidify D2 and your work will not be in vain.  Thank you for what you have done for families in Wake County.

I appreciate your words more than you know, and I thank every single person who has taken a stand for parental choice in the education of our children. If Tuesday turns out like I hope it will, I'll have to pinch myself to make sure I'm not dreaming!  :^)  Just to have school board members who will really listen, and who will fairly consider all sides of an issue!

Rules for the PTA

Isn't this against the rules for the PTA? I thought they were supposed to stay out of politics. A non-profit like the NAACP certainly is. For sure the PTA demured from posting WSCA announcements and we are a parent led group, not a political group like the NAACP. Amazing what power can be wielded to bend the rules when you have 'connections' - WEP perhaps?

So now the PTA is being used to spreading a very extreme position on this election and were mute up until now. It would at least be understood if both sides had been given a chance to be 'published'. Do the parents realize how they are being used by special interests?

Of course you know its the CURRENT board and the CURRENT views that, if they remain, are looking to restrict magnets, don't you? Debra Goldman, Deborah Prickett, Chris Malone and John Tedesco have only ever said "why would we change something that is working."

None of this is about the children. Its about power.

Please know that not all PTAs are involved in this event.  Our PTA is very cognizant of our role and responsibility as a 501(c)(3) organization and as such we stay out of the political arena.  We only go so far as to let our parents know when elections occur.  Thanks.

STOP THE MADNESS

ShearerTW - I now have a headache too. It should have been abundantly to the BOE clear that you can't force people to mold to your social engineering norms. It sounds like Mr. Dulaney would have loved some extra check boxes on each form - low income? Minority? high needs? Rich? White? Parents in PTA? (that was sarcasm, btw)

Just stop! It's doesn't work! Let's just count the kids as children, and focus on EDUCATION.
