Detailing possible bell schedule changes

Here's more detail on the 11 schools whose bell schedules could sharply change next year and those that are no longer being considered by the school board.

First, click here for the handout presented Tuesday on possible bell schedule changes. I'll walk you through the ones in play and those that are not.

The one most likely to be approved calls for moving East Wake High to the second tier. This would change the opening from 7:25 a.m. to 8:05 a.m.

But changing East Wake High means pushing Wendell and Zebulon elementary schools into the first tier. They'd now start at 7:45 a.m. instead of at 8:30 a.m.

Since the same buses serve multiple schools, changing one school's time can impact other schools.

"For every action there’s an equal and opposite reaction," said Don Haydon, chief facilities and operations officer.

School board member Lori Millberg was really thrilled that starting East Wake High later would only require changing two elementary schools.

The one potential drawback is that it could mean that some Wendell and Zebulon elementary students would be picked up as early as 6:30 a.m. But Millberg said the later start would help East Wake while there aren't that many dark days at 6:30 a.m. for the younger kids.

“It’s a very reasonable switch," Millberg said.

With Millberg so much in favor of changes affecting her district, other board members deferred to her.

Now we come to elementary schools.

Chief Academic Officer Donna Hargens said they looked at what Title I elementary schools on the third tier could be moved to the second tier. This would mean starting at 8:45 a.m. instead of 9:15 a.m.

But moving some elementary schools to the second tier would require others going to the third tier.

The belief is that starting Title I schools earlier would make it easier for them to run afterschool programs that could provide academic help. It was felt that the current 3:45 p.m. dismissal time made it too hard to run effective programs.

Additionally, board members said younger kids get up earlier than teens.

Based on the list, board members told staff they may want to make four pairs of changes. They asked though for more feedback on staff before proceeding.

The first proposed change still in play is to move Barwell Road Elementary to the second tier and kick Rand Road to the third tier. It was pointed out that Barwell Road has more low-income students than Rand Road and is also labeled as low performing by the state.

"Barwell needs the better time," Millberg said.

The second change being considered is to move Conn Elementary to the second tier and send Joyner Elementary to the third tier.

The third change that could be made is to move Fox Road Elementary to the second tier, bumping Wildwood Forest Elementary to the third tier. The large disparity in the demographics of both schools despite being only a few miles apart has been an issue for years.

"It’s a clear situation where the preferable time shoud go to the school with the greater challenge," Millberg said of the Fox Road-Wildwood proposal.

A similar rationale was given for moving York Elementary to the second tier while dropping Sycamore Creek Elementary to the third tier.

When the board went with moving East Wake High, it dropped the option of moving Wendell and Zebulon elementary schools to the third tier to start Wakelon and Carver elementary schools earlier.

The board dropped moving Creech Road Elementary or East Garner Elementary to the second tier because the school that would be bumped to the third tier, Aversboro Elemenary, also has many low-income students. Haydon said they only had proposed moving schools to the third tier based on whether it was feasible for transportation.

Similar objections were raised by the board about not moving up the times for Harris Creek, Lynn Road and Wilburn elementary schools.

A different reason was given for not going ahead with moving up Poe and Bugg elementary schools. The problem was that it would require three additional buses, something board members said they can't afford this year.

The idea of moving up Timber Drive Elementary was dropped when staff said they couldn't find a school that it could move to the third tier to replace it.

The official vote will be on Tuesday when the board adopts the 2009-10 bell schedule for every school.

Joyner

I am a magnet parent at Joyner and support the time change. I think the magnet children get on the bus far too early (in our case, 7:15 am) and that it cuts into sleep. Before my child was in the magnet program she had a later start time at our base school and it was far easier on her. This base school had a before-school program that seemed to serve families well. However, there are so many considerations in these changes that I can understand the opposition. But, if it were to change, I think we should be able to see the positive side of it.

Conn and Joyner are very similar schools. They have similar demographics, Title 1, Free and Reduced lunch. From what I can tell the main difference is that in the past 3 years Joyner has been achieving their academic goals in terms of EOG scores, NC ABC's Report Card, and the Federal- No Child Left Behind act. Conn has not. I think the board is recommending that Conn start earlier so that they would be able to have more time after school for a tutoring program. Joyner has improved academically and its community is strong. The time change will hurt our school. Some of our Magnet parents come from Knightdale, Cary and Wake Forest. Our working parents will have to find child care before school which would be a hardship in the current economy.   Joyner students still need after school tutoring programs so that we can continue to be successful .  Our children need time for physical health and activities non school related, homework and family time. If the board has to change Joyner time to help Conn (and transportation) I think most people would rather our time be earlier (8:00 am) not later.

Threehunters, didn't you know that once a school is seen as successful, not to mention successful and ITB, the School Board/WCPSS cuts it off at its knees?  It's a kiss of death b/c they are striving for mediocrity.  Be careful about the spotlight you shine on your own school with regard to its success in a public forum.  You don't want Joyner to be next on the chopping block!

Not dark at 6:30 a.m. often?

Lori Millberg says in the article that there "aren't many dark days at 6:30 am for elementary kids." I don't know what she is talking about and apparently neither does she! It's dark at my house on any school morning at 6:30 am for high school, middle school and elementary school students! I guess we live in different worlds. Just another reason why high schools shouldn't start any earlier than the present start time of 7:25 am!!!

 I just don't think Fox roads test scores will improve because of such a silly change. It certainly doesn't make since to change Wildwood. Well or any of the schools for that matter.

Beachgirl111--Wildwood Forest is in the same boat. We are Title 1 and they are wanting to switch us with Fox Road so that WE have the late instead. Doesn't make sense.

Keung, did they say anything about WWF being Title 1? Every year more middle to higher income families leave for other options so I can't imagine that WWF's F&R is going to go down.

No one mentioned Wildwood's

No one mentioned Wildwood's Title I status at all. The F&R disparity was so great between the two schools that board members felt that it would matter more to have Fox Road on the second tier. The problem from Wake's side is that, based on the three tier system, someone would have to leave the second tier to free up the buses for Fox Road's move. In this case it looks like Wildwood Forest may draw the short straw.

Joyner phasing out Title I status?

Where did this info come from? I am looking at the reassignment plan for 2009-2012 and these are the numbers I see: 2008-2009 LI% actual 33.2% 2009-2010 LI% projected 34.7% 2010-2011 LI% projected 35.4% 2011-2012 LI% projected 36% So if the low income is going to increase how would Title I go away?

It's looking like staff will recommend not using Joyner as an opt-out school in the future. Plus, its LI percentage is a good deal lower than Conn's, which board members think might benefit more from being in the second tier than Joyner.

Why?

Why Leadmine? If the reason is so Title one schools have more time after school then why this school? This school has F&R of 43%! Is it because Lynn road doesn't perform as well?   I somehow don't think that changing the times for ALL the students at two schools is what is going to magically make Lynn road perform better. And they must not care about the kids at Leadmine if this is the theory because that would mean now they won't perform as well!!?

I hope I made it clear in the post that they're not doing the Lead Mine/Lynn Road changes. Donna Hargens' shop presented a list of Title I elementary schools on the third tier that included Lynn Road. Then transportation looked at what changes to Tier two schools would be needed to move up Tier three schools like Lynn Road. They came up with Lead Mine on strictly transportation grounds without considering its Title I status. The board saw this, along with a couple of similar examples, and said it doesn't make sense to move one Title I school to the second tier if it means forcing another Title I school into the third tier. The exception is Joyner because its in the process of phasing out its Title I status.

Wake technically only funds

Wake technically only funds Title I elementary schools when their low-income percentages are at 35 percent or greater. But with schools that dip under 35, they keep the funding an extra year before pulling the plug totally. Joyner is in an area that's changing, causing its F&R numbers to decline.

Did the BOE request Central Office to look into it and come up with proposals or did Central Office come up with the idea and are presenting to the BOE for approval?

Next time my ES child struggles to wake up by 7:00 a.m. which is often, I will just tell her that the BOE thinks her getting up around 5:30 a.m. would be very reasonable.

I heard it was the NCAE (Wake president - Jennifer Lanane) pushing this through. She does serve on the committee.

We're mixing two

We're mixing two quasi-related things here. Lanane is in favor of the changes to create more planning time. The moving the times of the 11 schools around in this post is a separate thing that she's not involved with. What connects them both together is that they'd require adjusting bell schedules.

It's a board request. Staff had been recommending that all schools keep their current times for the 2009-10 school year. (That doesn't include the changes that committee wants that would come from extending the day to add more planning time.)

This bell schedule change was dropped on staff at many of these schools with no prior notice. Parents, principals and staff at many of the schools on this list first found out that the board was considering this action from the media.

It is extremely disrespectful of the Board of Education to make this decision with 1 week between the time this is announced to the time when they are going to vote on it. Not at least notifying and talking to principals ahead of time is inexcusable and makes principals appear to not know or be in control of what is happening at their schools.

The board is arrogant and completely out of control for making these decisions without any input from principals, staff, and parents "on the ground."
