A person who recorded Wednesday's work sesssion graciously forwarded me the audio of school board member Beverley Clark's take on the Lacy-Stough reassignments.
You'll hear her reasons for backing the moves to Stough and more about her talk with her SAS researcher friend.
Clark's decision not to push for a reconsideration pretty much took it out of play. Board members are reluctant to push for a change in another member's district if that person isn't on board.
The dffierence is shown from 2006 when Clark helped push for those nodes not to be moved from Lacy to Stough.

The neighborhood is about 20% F&R the rest of the LI kids are bused in from Raleigh. The school is overcrowded, does not have enough special ed staff, and when I go there I always bring supplies to leave the teachers. This school is not located in the Lacy, Martin, Daniels area, it’s not located in SE Raleigh, its located in Cary close to the Highway. The parts of Cary close to I-40 have been mistreated in the same way Garner has. God have mercy if a Raleigh school has more than 20% F&R but any part of a suburb close to a major highway then hey lets send their F&R into the stratosphere. We can’t have the rich people in Raleigh lose property value or deal with the consequences of mismanaging their city, that just wouldn’t be fair. But Cary ,Garner ,Millbrook lets just treat them like garbage cans for the kids Raleigh doesn’t want. Do the BOE send the F&R of Raleigh with good test scores to the suburbs? No they send the kids who are doing the worse. Why the BOE can’t have Lacy and Broughton parents dealing with that it wouldn’t be fair. Oh Cary should be happy two schools were put back to traditional. Guess what those two schools are going traditional so the bused in F&R with low test scores can’t opt out of going to those two schools.
I just want to say that the kids sent to the middle school I left are great kids but enough with overburdening other cities schools so the rich residents of Raleigh do not have to have to high of a F&R. Who cares if some of the kids from SE Raleigh are at their 4th new school in 4 years. Who cares that suburbs of Raleigh are not allowed to have neighborhood schools while Broughton parents get to stay at the same school for 80 years. Who cares that there are enough seats in Cary to accommodate the residents of Cary which has its own LI population. The BOE and WCPSS doesn’t. All that matters is that certain neighborhoods in Raleigh get treated well.
By the way lacy parents b!ching about property values the school I just left has not seen their property values rise like NRaleigh because the BOE buses in bad scores from your city into that school therefore keeping the homes at a devalued price.

Most live OTB. But many connected schools are involved and fight node to node to keep some kids in and other out. That leads to large disparity between schools in facilities, leadership, teachers, etc. I want to see all schools have similar high needs kids, similar facilities and similar teachers where you don’t need to know someone to get you school on the “A” list.

GHHS I know has open their arms to F&R bussed in an any who happen to go there. One kid I know who was floundering before moving into GHHS district is well on his way to college, I am trying to talk him out of studying pre-law .

You have every right to be angry, but make sure you are focusing your anger in the right direction. Like you, I live OTB (I happen to be in Cary), and am no stranger to the pounding that has been handed out by the school board with MYR and redistricting.
I am not angry at people inside the beltline, I am angry at the board members who represent them. Each school board members swear that they are representing the best interests of the county, not just their district. Clearly that has not been the case.
I don't wish wcpss misery on anyone. If people from Beverly Clark's district are starting a PAC and helping in elections which are not even their own district, we should welcome their help -- and in turn help them when Ms. Clark is up for reelection.

Actually if I put my needs first then I would stop b!ching because the kids bussed into the schools closest to me are being bused to Baucom, GHE, Salem MS and I think Davis MS. But I’m just fed up at the same time I am afraid that the people just recently effected by MYR and reassignment will be happy to go back to the the schools outside but closes to Raleigh being overwhelmed with F&R. All the while ITB NRaleigh families enjoy extras at their school and low F&R.
I was talking last week with a 5th grader because her bus was late. She was groaning about how long of a ride her bus ride was and the bus being late was only making it longer. I then informed her that her node was being moved to a school even further away. She was visible sadden. She missed her old school had adjusted to this school and now she was getting moved again(her node is a low performing F&R node) Her bus showed I said don’t worry it may not happen and she gave me a look like I was complete idiot for trying to lie.

From what I can tell, his original numbers actually helped you in your argument since they were lower than the actual F&R at Stough. It wasn't until other people noticed that the LI and the F&R were way off and complained that he changed the LI numbers.
It wasn't just Stough. My elem school's listed LI% was about 5-10% lower than the true F&R. Fox Road's was about 15% off. I didn't check all of the elem schools, but I would imagine that many of the elem schools were way off.
Don't get me wrong--I think that Chuck D is a master manipulator when it comes to data, but I don't think that this particular incidence was him trying to manipulate the data in Stough's favor.

Chuck seems to change "historical data" about once a week. His staff that compiles these numbers, wouldn't hold a candle to SAS when it comes to statistical analysis. We know the data is flawed and so does Bev. I wish somebody on the board would stand up to Mr. Delaney and call him out on it. We have one of the best companies in the world at statistics in our own backyard. Why not use them? Collect the data, send all, not just part of it to them for review, and use the results to make the informed decisions. At least it would give some credibility to the board and growth mgmt. Using flawed data yr after yr may be one of the main reasons so many get reassigned every 3 yrs. The board should not pass any of the current proposals until the data for all schools is analyzed by SAS. Once they get those numbers, then they should make their decisions. Right now, those families who are affected feel like they been convicted by a prosecuter whom used bogus evidence.

Somebody should have. Beverley Clark owed it to her constituents to demand some answers. The data in this case changed so often that a team of SAS' finest could not possibly make anything of it.
In fact historical data changed in this case the day after the public comment period ended. When the Board did not reopen the comment period, they tainted the entire process.
This was shameful stuff. It takes a special person to vote for a plan that he knows is ill-conceived and that purposefully stifled the voice of those affected.
It takes a true leader to draw a line in the sand and say "no" to corruption. Maybe our district can find one in a leadership course at SAS or somewhere...

Sat, 01/31/2009 - 08:17 — AngelaWLeesville's data (both elementary and middle) has been flawed from the start!! numerous amounts of evidence has been sent, recited, shared, etc...all WITHOUT the help or ear of our district rep. and from my take on the Lacy situation, it's sort of a "no-no" for the BoE to take on another rep's district if the rep themselves isn't "for it"....well.........THAT SUCKS!!!!! hence the reasons for AT LARGE as well. what the heck good is a rep who will not "listen to anything about the calendar" until the Courts decide? Even though ALL info used regarding mandatory conversion(s) to year round was FLAWED.

They can control highly distracting behavior while educating a group of kids that range from geniuses to 4 years behind grade level. The teachers at high LI schools are made of greater stuff then most teachers. The high LI teachers give further than any teacher at a low LI school. I remember a friend who chooses to teach at a Prep boarding school so she would only work with highly enriched children that she would never need to control their behavior. My friend wouldn’t last two days at a high LI school even though she has a PHD .

It was a matter of Dulaney fudging Stough numbers back and forth. Now, why Patti head didn't (since Stough is her district) you'd have to ask her.

MYR was also based on Chuck's magical numbers. Those stuck in MYR are still waiting to have our special meeting, our special consideration, the special SAS-friend review of our data.
We must demand a complete review of this reassignment plan. Families may be angry that they are being reassigned but they should be outraged if they are being moved based on wrong numbers.
Write to the Board and demand special consideration for ALL families of WCPSS.

How did that affect the numbers? Why doesn't Growth & Planning use this statistical variation if it is so important?
Her statement that she is used to putting together pro formas is comical. The analogy is wrong. This is more like a balance sheet--hard numbers are what should have been looked at. (G&P's pro forma projections on growth over the last few years have been a joke).
The question is--WHAT ARE THE TRUE NUMBERS OF LI AT STOUGH? Neither the BOE nor G&P have answered this with hard numbers.
By the way, would you please identify this SAS person since they are making decision that affect thousands of students around Wake county?
