WakeEd

The WakeEd blog is devoted to discussing and answering questions about the major issues facing the Wake County school system. How much will the new Democratic majority on the school board do to undo the changes made by Republicans since 2009? Will the new student assignment plan be a hybrid of the last two models or primarily be a return to the use of busing for diversity? Who will replace Tony Tata as the new superintendent of the state's largest district? How will voters react to a likely request in 2013 to borrow potentially more than $1 billion to build and renovate schools?

WakeEd is maintained by The News & Observer's Wake schools reporter, T. Keung Hui. While Keung posts information and analysis on the issues, keep us posted on your suggestions, questions, tips and what you're doing to cope with the changes in Wake's schools.

Ethics

AdvancEd should ask Mr. Margiotta, the current chair, to interpret the following ethics code as it relates to the education nonprofit John Tedesco set up after he was elected to the school board.

1035.B.7 of the CODE OF ETHICS FOR SCHOOL BOARD MEMBERS states "Avoid being placed in a position of conflict of interest and refrain from using the Board member's position on the Board for personal or partisan gain."

Has AdvancEd ever anywhere heard of a situation in which a school board member, after he was elected, set up a nonprofit education group to accept tax deductible donations for which he would receive a commission?  Does it matter that the board of the NC Center for Education Reform includes people representing testing companies and tutoring programs who might want to work for Wake County?  Should Tedesco plan to excuse himself from certain board business or votes?  Should Tedesco be required to disclose any donations to this group as part of his disclosure to the board?  Does it matter that Tedesco's group is a nonprofit?  What does Tedesco need to do to be certain that he does not use public resources (including e-mail, computer, business cards, his school board title when giving a speech for his nonprofit) for his private corporation?  Is this common practice or is Tedesco doing something that school board members just do not do because of ethical concerns?

Some people do not think there is anything wrong in what John Tedesco has done.,  But imagine if the sheriff, after his election, had set up a private security company to provide protection to some neighborhoods for a fee.  Imagine if the mayor had set up a business development company to help businesses relocate to Raleigh and paid himself a salary from that work.  Would that be okay?  Does it matter if the sheriff and mayor are Republican or Democrat?

If what Tedesco has done is common for school board members to do, so be it.  But Mr. Margiotta and Mr. Tedesco should go on record explaining how this meets the ethical requirements for our school board.  And if AdvancEd issues a report stating that this is perfectly acceptable according to our code of ethics, the school board should immediately revise the code to correct that.

WHAT...

...no interviews with Woodsy, Sideburns, Jeffrey 1, Angela W, FS and You? Not even Sconcy?

And here I'm thinking that their vast collective knowledge of educational policy counted for something.

Live and learn.
