Wake could have a windfall or a problem on its hands.
Wake County Superior Court Judge Howard Manning Jr. has ruled that the state must turn over $747.9 million in illegally withheld civil fines to the state's 115 school districts. Wake's share would be around $70 million, which Manning says must be used for technology.
Here's the potential problem. Considering the tough economy, it's hard imagining the General Assembly will suddenly find the money. What could happen, school officials fear, is that the General Assembly will "supplant" the money, taking away $747.9 million in education funding to comply with Manning.

UPDATE
Click here for today's article. The ruling is look more like a pyrrhic victory for the schools.

liberal constitution
Tue, 08/12/2008 - 21:55 — JustWonderingFor a conservative state, NC sure has a liberal constitution.
That's EXACTLY correct!
Tue, 08/12/2008 - 19:46 — g88ky07They will continue to ignore Manning as they continue to ignore us!
The districts will NEVER see that money because it's not there to give and no one cares what Manning has to say anyway!
It's actually VERY laughable!
can it be enforced?
Tue, 08/12/2008 - 18:45 — Forget_not_the_...WRAL stated that Manning does not have the ability to enforce this decision and that the state does not have to pay this money....so this ruling is good but probably doesn't do much good for the population it was meant to help
Doesn't it just slay you?
(Please note I am unaffliated as a voter) The Democrats sing that they are eager to fight poverty yet our democratic leadership has proven they are not willing to help education by not giving this funding to education to begin with....
Our school board is primarily democratic and they continually abuse the F&R population.
Why is the judiciary not able to control the legislature?
Tue, 08/12/2008 - 21:13 — Voice_of_Reason_I hope Judge Manning doesn't let this go. Bad precident if he does.
who decides
Tue, 08/12/2008 - 22:20 — JustWonderingIs the constitution bloated with feelgood provisions that sound good on paper but don't work well in the light of harsh reality? Maybe the legislature needs more authority to use its own judgment to allocate scarce funds.
Why is this
Tue, 08/12/2008 - 21:08 — Voice_of_Reason_Because the people don't always know who they vote for. A lot just say "I'm poor so I must vote Democrat", why? Because they "SAY" they will give me more. And how do they get the money to do it? Legalized stealing from the "rich" ( rich is defined by most is above $75K/yr). I used to be a Democrat, then I grew up and realized the real world. Sure neither party is perfect, but Democrats only interest is power. The poor are pawns, the environmentalists, activists, and lawyers are cash cows. Companies give to both parties to hedge their bets, the one in power generally gets more. If you don't believe this, take off your rose colored glasses & look around.
Yes this is my opinion, an informed opinion.
and then
Tue, 08/12/2008 - 17:22 — bigwinnieand then this:

Tue, 08/12/2008 - 17:17 — bigwinnieok, ok totaly off topic, but for y'all "newcomers" to WCPSS when researching something else, I stumbled across this; check out the date and the comments, see how long the spin doctor has been doing his spin;

CITIZENS ADVISORY COMMITTEE ON SCHOOL OPERATIONS
MINUTES
October 16, 2002 — 8 A.M.
There was a discussion about the public perception of the school system and the need to
promote an accurate positive image. Michael Evans has recently been hired to improve
communications and marketing efforts, and the CAC’s final report will be an opportunity to
raise public awareness.
Just a thought, but.....
Tue, 08/12/2008 - 15:23 — WuptdoJust what did "they" do with that $750 million dollars over the years? Also, I hope that "they" decide to lease the technology instead of buying it. I just threw away 4 old computers (minus hard drives) and six monitors. I tried donating them, but no one wanted them.
Sorry, what was I thinking!!! Common sense and education procurement will never happen in the Banana Republic of North Carolina. (State motto: Where the Rich & Elite, get richer!)
donate computers
Tue, 08/12/2008 - 18:42 — Forget_not_the_...i put some of my computer gear on craigslist to give away for free--i was amazed--it definitely went to a population that was "at need"

Will the Democrats act?
Tue, 08/12/2008 - 15:06 — Voice_of_Reason_Are you really the party for education? Prove it. Of course their friends that sell the technology are all salivating. Let's do something before election time -- LOL.
Sorry Judge Manning, no soup for you........
Tue, 08/12/2008 - 14:23 — WuptdoNo doubt, Gov. Weasley and the Dems on the NCGL will figure a way to wiggle around this. Beside, DPI has done a great job of ignoring the "Manning Decision" for the last couple of years as well.
Sorry Judge, but until you figure a way to throw the "bums" into jail for "contempt of court" they will just continue to ignore you.
