He is ranked as the seventh best offensive guard prospect in the country by rivals.com.
He made his commitment on national television on the sidelines from the U.S. Army All-America Game.
UNC currently has 26 verbal commitments, according to rivals.com, which ranks the Tar Heel group as the as the No. 6 class in the country behind LSU, Ohio State, Texas, Southern Cal and Alabama.
The Tar Heels have commitments from one five-star player _defensive end Donte Moss of Jacksonville White Oak _ and commitments from 13 four-star players, including Williams.
The Tar Heels will lose 12 scholarship seniors and junior Hakeem Nicks has announced he will enter the NFL draft.
Football Bowl Subdivision teams are allowed a maximum of 85 scholarship players on the roster and can sign a limit of 25 athletes each year.
