Here is the statement Carrboro resident and community volunteer Sharon Cook has released:
"Over the past decade I’ve been an advocate for a wide range of issues facing Carrboro’s residents including neighborhood preservation, pedestrian safety, and environmental protection. I’ve worked on many more issues as a member of the town’s Planning Board for the past three and a half years.(CORRECTION: Sharon Cook has asked us to revise this sentence to read ... since March 2007.)
As a candidate for a seat on the Carrboro Board of Aldermen, my overriding concern is whether or not the citizens living in Carrboro today will be able to afford to stay here.
Two years ago I ran for alderman with that question in my mind, based upon conversations with residents from throughout town. I was concerned that our town government was on an unsustainable economic path, one that would force many long time residents to move out of Carrboro. Over the past two years that’s become increasingly clear.
I’m an optimist, and I believe that it’s not too late to change our direction. I’m running for a seat on the Board of Aldermen to put us on the path that will make it possible for Carrboro’s citizens to remain in their homes as long as they choose to do so through balanced growth and development.
I look forward to thoroughly discussing and debating this issue and the many other issues facing our town in the weeks and months to come."

Better coordination of SAPFO needed
Sun, 07/19/2009 - 12:15 — ActLocalThere is a basic misunderstanding of the concept of adequate public facilities. A few months ago on this site, Mayor Chilton wrote that the Carrboro BOA only approves new development because the CHCCS Board keeps telling them they have adequate space. But the school board keeps building new schools because they say the have to in order to keep up with the demand placed by all of the new development.
Owasa does the same thing. They say it is not their job to tell the councils to control growth, their job is to provide water by whatever means necessary. Yet the councils use Owasa letters to turn around and approve major developments that require OWASA to drastically raise rates in order to force sufficient conservation to provide enough water for the new users.
It is supposed to be a system of checks and balances, but there is No BALANCE and we citizens just keep writing BIGGER CHECKS.

The net result is that a new school is then built and taxes increase. Chilton et al honestly believe that they are without blame.
I realize that you shill for OWASA, but they do the same thing. They raise rates to force reduction in consumption so that there will be enough water to go around. Then they raise rates again when the construction slows and connection fees don't cover the cost of the new infrastructure they have added to support the growth. Then they raise rates again because the conservation efforts (due to higher charges) have worked so well that they aren't bringing in enough revenue to cover the fixed costs.
But when the town of Chapel Hill asks OWASA is there enough water to service East 54, the reply is, "Of course, we'll just raise the rates." And the town council feels they have done the responsible thing because they asked OWASA.

Mon, 07/20/2009 - 23:44 — ActLocalYes, I will meet for a beer and (another) meeting. I have attended an OWASA meeting. They said that I should come to all of their meetings and then they would listen to my comments regarding (another) rate increase.
It is one of the problems with our local government by committee approach. If you want to have something to say about the schools, you have to join the SIT and attend every meeting for a year. Then, with luck, you can convince the other members to support your issue, so they will include it in their annual list of recommendations. Then, if you attend every meeting of the School Board the next year, maybe they will discuss your two-year-old suggestion. Who has the time and energy for that?
If you can't show up at an OWASA public hearing and comment on an ill-advised rate structure, why hold a public hearing?
Committees are the cul-de-sacs down which ideas are lured and quietly strangled. In Chapel Hill, they are the wet blanket that is used to smother public input.

Usually the success of the citizen had to do with understanding the issue which, while it takes a ittle time, seems like a reasonable foundation for one-stop participation. Most of the issues we face are not black & white, so some serious consideration of the complxities is necessary in order to meaningfully participate.

And believe me, there are more radical ways to provide water than conservation. If the elected officials are not held to account, do you really believe that the OWASA appointed Board is to blame? Also, when I was on the Board we did quite a bit to creatively limit growth within the confines of our mission. I think you are blaming without understanding.

Tue, 07/21/2009 - 00:03 — ActLocalWhen the Town of Chapel Hill sets up a committee to advise them on future growth, and that committee requires attendance at about 100 hours of committee meetings, just to make non-binding recommendations which will be further watered down by the vested interests, is it any wonder that no minorities apply for membership?
When the minorities start controlling the construction and Real Estate industries, maybe then they will show up. The price of participation dictates that the only people at the table will be those who have a financial dog in the fight. They are the only ones who are receiving compensation for their time and therefore have a direct interest in seeing that any public policy that emerges is beneficial to their interests.
OWASA's board attempts to appear diverse, but in reality the board is made up of "players" and "non-players." Do I have have to get any more specific?
