Just like I did for Chapel Hill-Carrboro last week, I'm posting some of the state budget reduction numbers for Orange County Schools. These were just released at last night's school board meeting. It's purely informational - the board won't vote on a finalized budget plan until its Sept. 8 meeting.

Discretionary reduction - $1,076,282
The state gave the board this figure and told them to figure out a way to make the reduction on its own. Before the budget passed, Orange had tentatively cut 28 teachers and 21 teaching assistants. It'll probably hire around half of the teachers and teaching assistants back, and it might meet the demands of the discretionary reduction this way.
Non-instructional Support - $1,903,244
This includes custodial staff, office personnel and substitutes. Superintendent Patrick Rhodes expressed concern for this huge cut, which goes deeper than Chapel Hill-Carrboro. The current plan is to use stabilization funds from the governor's office to replace some of this.
Improving Student Accountability - $247,383
This is also big deal. The school district is receiving ZERO dollars from the state for this in the 2009-2010 school year. They previously used this money to fund community learning centers, high school summer school and tutoring. Rhodes said at the meeting this would mean fewer tutoring opportunities and fewer intervention efforts, to be sure, but suggested looking at re-allocating county funds to restore some of this.
The board said they were committed to restoring community learning centers somehow. Summer school for higher grades is an unfunded mandate from the state, so they'll also need to find a way to pay for that.
Staff Development - $68,636
All staff development funds from the state have been eliminated.
School Technology - $179,667
It's unclear what the school will do with just over $1,800 for tech funds next year. It's possible they can get stimulus funds to apply here.
Transportation - $721,853
This also concerned Rhodes. Bus routes are currently being re-jiggered, though officials said they are keeping an eye on safety and making sure no student has to walk too far for a bus. If fuel prices go up in the winter, the district could get in trouble.
Textbooks - $186,688
There won't be new high school math textbooks, basically.
Gains
On a positive note, the system did receive slightly more money than last year (in the tens of thousands of dollars) for literacy programs, children with disabilities and gifted students. These monies could be redistributed to restore depleted programs.
Total reduction: $5.3 million
So, what's next? The board will meet Sept. 8, and the superintendent's office should have a better plan for where reductions and reallocations need to be made.
