Citizens concerned about a new Orange County airport have questioned consultants' estimates that a new general aviation airport could generate $40 million to $53 million in local economic impact a year.
Now, we report in tomorrow's N&O and Chapel Hill News, we can tell you more about how that report was funded.
According to public records, two prominent businessmen -- Jim Heavner and J. Adam Abram, contributed $15,000 each toward $100,000 paid to Talbert & Bright. The money helped retain the consulting firm and fund its working paper, according to Kevin Fitzgerald, associate dean of the medical school, which contributed $20,000.
The remaining $50,000 came from the university, and both the med school and university contributions were not from state appropriations, UNC spokesman Mike McFarland said in an e-mail.
The airport has strong supporters and detractors. Opponents (see previous blog post) are meeting Monday in White Cross. They have argued that private interests are pushing the airport. University officials, including former Chancellor James Moeser and current Chancellor Holden Thorp, say economic development is one of the university's missions.

I doubt seriously that James River Group would change operations in North Carolina if IGX airport traffic were moved to RDU. I also would be interested to know if Adam Abram uses Horace Williams for anything other than personal travel since his 37 million dollar payout from the sale.
Heavner's position and bias is made clear in the CHN article from August 2007. Curiously, he was one of the only people allowed to testify. It is this behavior by the university and legislature that really irks me, why are the people most affected by these decisions left out of the conversation? One might think it was intentional.

I can't find any information on a company called "Carolina Conservation Resource Management".
The only reference I can find to "Blue Rose Capital Partners" is a Michael Akeroyd, who lists himself as "co-founder" and used to work at Goldman-Sachs Hedge Fund Strategies. I wonder if Blue-Rose is associated with Vilcom or Adam Abram?

Something tells me they may be planning on pulling a fast one and keeping it right where it is after all instead of trying to re-locate it somewhere in rural OC.
After all, they tried to do it before. And now, with an economic report showing how "vital" it would be to the community's economy, they may try to do it again. Unfortunately, I think they've found a powerful new ally in Chancellor Thorp.

It would not be surprising to find out that Heavner & Abram actually bundled their contributions and UNC Board of Trustee Chair (and huge developer) Roger Perry is involved.
These businessmen and others like them around the state are attempting to co-opt UNC for their own interests. This threatens the educational mission of the UNC system.

Jim Heavner, besides being a wealthy pilot with a plane based at HWA, is and always has been one of the most rabid opponents of moving the airport. Anyone with any knowledge of the subject will tell you he has used his wealth and power to single-handedly keep it right where it is.
It's shocking the Univsersity would partner with someone with such a self-serving agenda. If UNC had any sense of morality, they would immediately distance themselves from this sham study.
