The state Board of Elections confirmed today that former Chapel Hill Town Councilman Cam Hill sent a flier from an unregistered political action committee promoting Councilman Mark Kleinschmidt for mayor.
The flier, which called mayoral candidate Councilman Matt Czajkowski "divisive" and "out of sync with Chapel Hill values," was paid for by CHC PAC. Neither candidate knew who sent it, and the mailing violated state election law by not saying Kleinschmidt had not endorsed it.
The state traced the mailing to Hill through a mailhouse bulk mail permit. Such mailings are considered a campaign media expense and are a public record, according to Amy Strange, a compliance specialist with the state Board of Elections.
Hill has until Wednesday, 10 days after incurring the expense, to register as a political action committee, Strange said. Anyone raising money or spending money on behalf of a candidate is required to register, she said. Registering late can trigger fines, through the state typically issues a warning notice, giving the group 20 days after which the matter can be sent to the district attorney's office.
The state received two complaints about the flier. UNC student Kendall Law, one of them, said Hill timedthe flier so he would not have to go public until after the election. "Clearly he knew what he was doing," Law said. "He didn't waant anyone to know he was doing this until after election day."
Czajkowski finished about 60 votes ahead of Hill to win a seat on the council two years ago.
"Apparently he's still got some hard feelings about those results," Law said.

I got one in the mail, glanced at it, and tossed it in the recycling bin. Do I think it affected anybody's vote? Nah, the negative tone would only serve to turn the good people of Chapel Hill against MK and achieve the opposite affect of the one intended. The same day I received that postcard, I got about 4 other campaign flyers. Ho hum. Already knew who I was voting for. Personally, I agree with Cam Hill's take on MC. Now, as for heel27514's nasty assumptions about Bill Strom's motivations, I doubt ya'll know the true circumstances of his move to NYC. And, fella, if you have to write "note sarcasm" then you're due for a re-write.
Never met any of these politicians, and I'm disinclined to pillory the articulate former councilman Hill as these commentors have. The ill-advised mailing may have looked like sour grapes, but so does the frenzy of bilious comments. For a man of few words, Hill's modest postcard sure has brought out the arrows of conservative nimrods. Bet some of these commentors dropped a bundle on the loser last night.

The OC election board owes it the citizens of Chapel Hill to look into this further, especially since a considerable sum was used to produce the flyer that supported a candidate who was using VOE funds.

From the Strom deception/fiasco to the bizarre antics and pathetic "lawyering" of Kevin Wolff, now this. Basically it boils down to a small group of people that think they are smarter and know better than their constituents. And they are doing everything they can to keep their little group together and anyone who might actually challenge their obvious "intellectual superiority" (note sarcasm) out of the loop.
Please Chapel Hill, get a grip and clean house. This is the council who voted itself lifetime health care in the middle of an economic and budget crisis. This is the same council who has been inconsistent in their rulings, wasteful in their spending and done a poor job of actually representing the wants of the voters.
