Matt Czajkowski repeated his call for tougher anti-panhandling rules at Sunday's Neighbors for Responsible Growth forum.
The issue came up in the section of the two-hour meeting where candidates got to ask one another one question. Czajkowski and opponent Mark Kleinschmidt have disagreed on this and did so again.
The town already has a tough ordinance, Kleinschmidt said: no panhandling on buses, within six feet of bus stops, 20 feet of banks and ATMs. The town web site says arrests declined, from 28 in 2006 to 14 in 2007.
"I don't think legislation is the way to get at this," Kleinschmidt said. As a former high school teacher, he added, "I'm never attracted to solutions that take a group of people, no matter who they are, and say we don't want you here."
Augustus Cho, the third candidate for mayor, said he agreed with Kleinschmidt but said if the system isn't solving the problem, the system needs to be re-examined. "We have to look at solutions that don't sacrifice the rest of us."

Panhandling

Three squares a day, a comfy bunk and air conditioning in the summer and heat in the winter. Plus the city/county only has a limited amount of cells in the first place. How much does a new or expanded jail cost and do we want to build one.The answer is to make Chapel Hill inhospitable for the panhandlers and that means for the homeless that gather in town. Move the IFC out of town and well away from built-up areas. Make it a misdemeanor to give them cash. Don't feed them.Harsh; allowing this to continue only leads to a coarsening of our town.If you really want to do them some good, encourage them to get a job and earn a living. If they don't want to work, reread the story of the Grasshopper and the Ant. The panhandlers/homeless are the grasshoppers.Otherwise, you will never get rid of them and Chapel Hill will start looking like downtown Spokane or SF around Union Station. Never been there. It's a nightmare of homeless panhandlers

Panhandling is NOT a group of people, it's an act of aggression and intimidation that citizens should not have to put up with. Fortunately, Mr. Czajkowski sees the difference.
