Penny and I were fairly terse in our answers because we were asked another question yet took the opportunity to make a quick comment on a question I believe we both wish we had been asked directly.

I have been involved directly in discussions involving managing our community's garbage, siting the new transfer station and our County's ultimate disposition of our waste for a number of years.

Recognizing the failure of the insular process used by the County's Solid Waste Advisory Board (SWAB) in selecting an appropriate site for a transfer site, I, along with other concerned Orange County citizens, lobbied the Orange County Commissioners (BOCC) to reevaluate the process and adopt a new transparent one guided by objective standards. The BOCC agreed that the wider community had been ill-served by a SWAB process that was less than inclusive, that had used ill-defined or undocumented criteria and which had started with an established location for the site and worked backwards in justifying their ultimate decision.

The transfer site is a short-term "solution", though, for our waste management problems. At the heart of any discussion is whether we, the citizens of Chapel Hill and Orange County, bear the obligation of managing our waste locally.

I believe we are obligated.

After the transfer site selection process was put on a firmer foundation, I expected that the BOCC and the SWAB to initiate a new discussion on the long term disposition of waste. That didn't happen.

When a BOCC member told me that no one had asked for that evaluation to begin I decided to at least put it in the record that our citizens remained concerned, that eventual action would be required.

That was fairly recently (10/7/2008). Here's some of what I said that evening (minutes BOCC):

Will Raymond is a citizen of Chapel Hill. He spoke about the transfer station siting process. He said that now is the time to start deciding what the County's obligation is in terms of managing solid waste. He said that the County has an obligation to take care of the trash in-County. He said that the County has a finite ability to take care of trash in the community and there should be a decision to live within the means. If the community is going to generate waste, then the community needs to manage it...He said that he is encouraged by the airport group and by the Hillsborough and Rogers Road community, in that they have not made the "us vs. them" issue yet. He thinks that the community can work against the natural tendency of us vs. them and make this a collaborative process. He said that tonight should be the night that the County Commissioners should start thinking about siting the next landfill. He suggested siting either an incineration site or a new landfill. He thinks that it should be a new landfill.

I actually suggested evaluating the fiscal, environmental and other consequences of selecting two smaller sites for state-of-the-art facilities. Understanding this process will take years to resolve, immense community buy-in, I also suggested we start now while the community has risen to the challenge of dealing with the siting of the trash transfer station.

As far as my Sierra Club comment about a lack of Chapel Hill leadership, I was referring to a lack of direct Council involvement in leading us toward that next step in managing our waste.

I have argued that just because Chapel Hill ceded its management of the landfill to Orange County that it hadn't ceded is obligation to lead this community to a more equitable and environmentally responsible long term solution for waste management.

When I sought to fill the seat vacated by Bill Thorpe, I also asked that Chapel Hill Council to appoint me to Chapel Hill's vacant seat on the SWAB.

Why? Because this is a critical juncture in determining the disposition of our waste stream and our Chapel Hill community should not be quiescent by-standers in that process. We also need to take a thoughtful approach which recognizes the work our community has already put into the process (avoiding mistakes like suggesting a site at the Town's operation center on Millhouse Rd., a site which violates at least 6 of the established objective community criteria for siting a station).

If elected, I will again ask my new colleagues to appoint me to that SWAB position.

Sorry for the long comment. While I'm sure I wouldn't have been able to condense this down to 90 seconds as per the forum rules, I did want to sketch out more about my own involvement in the continued unrolling of the solid waste management story.
