Mentally ill in prisons instead of hospitals

First, how many of the mentally ill prisoners are imprisoned because they self-medicated themselves with illegal drugs or alcohol, since they either could not find or could not afford mental health care here in North Carolina? Second, when is the state of North Carolina going to realize how much cheaper it is to provide good mental health care to its citizens as soon as it is needed, rather than incarcerate them after they have acted in ways that get them in trouble?
