Raleigh named 5th most frugal city in U.S.

                   

The city of Raleigh has a new distinction as home to some of the most frugal-minded folks in America.

According to a study released this week by the website Coupons.com, the capital city ranks among the top five most frugal cities in the United States for 2011.

Atlanta was named the No. 1 most frugal city, followed by Tampa, St. Louis, Cincinnati and then Raleigh.

This year's No. 5 spot was a big move up in the frugal standings for Raleigh, which ranked as the 10th most frugal city in the 2010 survey,  said Patrick Crisp, a spokesman for Coupons.com, which is based in Mountain View, Calif.

A giveaway for coupon and rebate lovers

I've been lucky enough to score several new mail-in rebates and coupons lately so I thought I would share the wealth.

Freebie alert: Free digital photo prints at Target

Digital photo prints are absolutely free at Target this week when you print them in the store.

Here's how to score the deal:

Standard 4x6 prints are on sale this week for just 10 cents each.

Print out a coupon for $1 off 10 digital prints from Target's list of coupons here, and you've got yourself 10 free photo prints.

You can print each Target coupon twice, by the way, so you can actually get 20 free prints total.

The sale runs through Saturday evening.

Rare 55% off coupon for A.C. Moore

                                       

If you're a crafter, you're going to want to take advantage of the 55 percent off coupon in the A.C. Moore circular in today's News & Observer.

Forty percent off coupons are the norm at craft stores, with an occasional 50 percent off, so this deal is a rare opportunity.

The coupon is good today and Monday only on one regular-price item. You can also print the coupon here on the A.C. Moore website.

And remember, Michaels and A.C. Moore each take competitor coupons.

One coupon insert in Sunday's N&O

                                      

You'll find one coupon insert in this Sunday's home-delivered Final Edition of The News & Observer.

It's a Red Plum insert containing 40 coupons with a face value of $72, which is before every-day double coupons at Kroger, Harris Teeter and Lowes Foods -- not to mention Super Doubles, which is ongoing at Harris Teeter this week.

A big welcome to new readers from coupon class at Campbell Law School

Thanks to all the Campbell Law School students and staff who spent their Wednesday evening with me learning about coupons, rebates and frugal living.

The big news at the grocery stores this week is Harris Teeter's Super Doubles promotion, which starts today and comes just as Lowes Foods finishes up its inaugural Super Doubles promo.

Beyond Super Doubles, it's a light week for deals, though there are a few bargains worth an extra trip to the store.

Harris Teeter's Super Doubles coupon promotion starts Wednesday and runs through Feb. 21 with lots of potential for super good deals. In many cases, we're talking freebies and items for under $1.

I've compiled a comprehensive list specifically tailored to Triangle shoppers by walking the aisles of my local Harris Teeter in Apex to verify prices and sale dates.

If the deal is based on a regular-priced item, I've noted that on the list. If the deal is part of a sale that is continuing, I've indicated that information as well.
