New data shows that Wake County's year-round schools have imbalanced tracks in terms of enrollment, but school administrators say they're working to ease the problem over time.

Handouts from today's Wake County school board facilities committee meeting show that track four is above capacity while tracks two and three are way below their capacity. For instance, track two is operating at 68 percent of capacity districtwide in elementary schools and 44.5 percent in the middle schools.

The capacity figures are based on ideal long-range capacity, which is designed to reduce the number of modulars and mobiles on each campus. The capacity percentages would likely be lower if you base it off annual campus capacity, which takes into account all the temporary classrooms in use.

Updated to make it clearer that decisions about collapsing tracks are no longer solely the call of the principal. It's now supposed to be done in coordination with the new plan to balance out tracks over time.

The Wake County school board appointed a principal to North Forest Pines Elementary School tonight and made several interim principal appointments.

Syreeta Smith was promoted from assistant principal to principal of North Forest Pines Elementary in Raleigh. She's been at the school since 2007 and will receive a salary of $80,788.24.

As for interim principals:

Wake County school leaders announced tonight the appointments and transfers of seven permanent and seven interim principals.

Scott Lyons was named principal of Enloe High in Raleigh with a salary of $99,666. He's been principal of Leesville Road High since 2009. He used to be an assistant principal at Enloe.

Christopher McCabe will be principal of Heritage Middle in Wake Forest with a salary of $93,303. He's been principal of North Forest Pines Drive Elementary since 2007.

There's some good news and bad news for parents about potential changes in the Wake County student assignment plan.

Staff is recommending today that North Ridge Elementary now feed into Sanderson High instead of Millbrook High. Staff says there's capacity at both schools and it will free up more magnet seats at Millbrook, create more seats for students who live near that school and still give proximity priority to some North Ridge families who want Millbrook to Sanderson.

Staff said they can't recommend the proposal from parents to do a 40-40 split for both high schools or sunset current North Ridge students because it would set a precedent they'd feel would have to be offered to families at other schools as well. They said offering a mix of base assignments with a choice plan got Charlotte-Mecklenburg in trouble.

The assignment plan was approved as recommended by staff with no changes.

Congratulations to Garner High School Principal Drew Cook for being named Wake County's 2011 Principal of the Year this evening.

Cook, who has only been a principal for 2 1/2 years, has won an award that some of his peers haven't attained after years of being a principal. He's credited for helping transform and revitalize Garner High.

Congratulations also to Syreeta Smith of North Forest Pines Elementary in Raleigh, who was named Wake's 2011 Assistant Principal of the Year.

It's the self-described "principled principal" running against three challengers who all think they can do a better job of representing District 3 on the Wake County school board.

As noted in today's article, school board member Kevin Hill is emphasizing his education background in his re-election bid. With the departure of Carolyn Morrison in December, Hill says he would potentially be the only board member left with experience as a teacher and principal.

"As a Board of Education, it's important to have some perspectives from an educator with both my experience as a teacher and principal," Hill said.

The Wake County school system may be paying again for its decision to pack Forest Pines Drive Elementary and North Forest Pines Elementary on the same campus.

At the recommendation of staff, the school board took the unusual step on Tuesday of implementing an enrollment cap during the middle of a school year. The board's action to put a cap on Forest Pines will allow Growth Management to turn away new students this school year from the school's base and send them to either Wakefield or Rolesville elementary schools.

It's the third time that Forest Pines has been capped since the 2008-09 school year.
