Scientists need accurate ways to measure things. After all, science is the gaining of knowledge by observations and calculations. Measurement is a part of the observation process. In order to better consistently describe and eventually understand tornadoes, Dr. Theodore Fujita devised a plan to measure the destruction they cause.
