UNC system to cut 900 positions

The UNC system is looking at eliminating about 900 administrative positions as it deals with a $171 million cut to its budget.

UNC system campuses are under pressure to cull their administrative ranks, and UNC system President Erskine Bowles has urged campuses to make administrative positions the top priority and to protect the academic core.

The 900 positions will account for much of what campuses will be asked to cut this year, though UNC leaders say there may be other administrative reductions as well aside from jobs lost.

It isn't yet clear how many of those positions are filled, a UNC system spokeswoman said today. Since last fall, campuses have held positions vacant in the face of the budget shortfall.

Administrative costs on university campuses have come under scrutiny lately. An Aug. 17 News & Observer report showed that administrative ranks across the UNC system had swelled by 28 percent over five years, from 1,269 administrative jobs to 1,623 last year.

That increase in administrators outpaced the growth of faculty and other teaching positions, which was 24 percent, as well as student enrollment, which climbed 14 percent.

Bowles should cut positions and trim HIS budget

Has Bowles own budget been published? How much fat does he have that needs to be trimmed? Doubt he has the backbone to lead by example and cut positions and fat within his own budget. Probably by cutting out the salaries of several members of his high paid staff could help keep campuses from having to take such a hard hit. He is asking the universities to do what he himself will not.

these numbers can be twisted any way you want...agenda at work?

There was a headcount growth of 32,345 students between FALL 2003 and FALL 2008 - a 17.6% growth, not 14%- take a look at northcarolina.edu web site. Table 4.; that is the equivalent to 5 Fayetteville State campuses, 3 NCAT campuses, 2 App State campuses or 1 NCSU campus; what impact to you think adding that many new campuses to the UNC system would have? You'd be getting a lot more than 354 admin jobs that's for sure. Clue Mr Businessman - students aren't like widgets - they are paying consumers of services, both academic and non-academic, not products you produce. And you serve them *INDIVIDUALLY* - you can't just stuff them in a 300 seat freshman Psych 101 class.Fulltime faculty grew from 9,831 to 12,251 during same time (2,400); Table 43; 354 more admin jobs to serve 32,345 more students *and* 2,400 more faculty (yes, Mr. Businessman, admin folks serve faculty too!) doesn't seem too bad to me. Cheaper than building another two App State campuses...

Erskin's only got one move left that involves pulling back a house coat in a scene from "silence of the lambs". Where's his little dog? Seriously, UNC's got some weak-ass shet.

And how additional million dollar coaches will be hired with the "saved" money?

How logical

RAT---It doesn't matter that all of the administrators that Erskine wants to cut are faculty. They will drop back into their teaching roles using their retreat rights to receive 6 months to a year's administrative salary. No cost savings there, but Erskine still hasn't figured out the UNC policies and procedures...even though Nielsen and Oblinger enraged the pitchfork carrying public with their retreat rights. When will the faculty and Chancellors stand up to this kind of political abuse.

Cuts(?)

This is pure sound bite opportunism on Erskine's part.  Nothing of value or substance has come from his 'leadership'.  He never has tried to learn and never will understand academia.  With one or two exceptions, his new inner circle at UNCGA has only marginal relevant experience, and certainly won't challenge him.  It's time for the Governors to recognize that their experiment with the native son golden boy at the helm has failed and it's time for him to go.

Since many "administrative" positions are held by faculty, are these really cuts? Not sure that we are getting the whole story.

These numbers don't add up

Eventually they won't need state universities like UNC or NC State anyway. The elite will have their higher education institutions like Harvard and Duke. The riff-raff among us won't need much formal education to pick in the government fields.

Missing the mark

There's a huge difference between cutting 900 "administrative" positions and making cuts at the "top" that Erskine urged in another recent N&O article. This looks like a little bit of a shell game. Instead of dealing with the issue of huge salary increases for a select few high-level administrators, now the target is all those who work on the "administrative" side of the house. This could include a much needed clerk who makes $30k a year. Nice shift in terminology!

bloated upper level middle management

this is the letter that I sent via email to all of the UNC Board of Governors members tonight:

 "I hope President Bowles is sincere when he says "the buck stops here" in reference to cutting out administrative jobs in the UNC system.  What I further hope is that it's not just the lower level, lower paid administrative positions that are cut, but the "bloated" upper middle level positions that are eliminated.  On average, the UNC system could save as much by eliminating one of these managerial positions as could be saved by eliminating four of the lower level clerical administrative positions.

As I said to you earlier, why do you need so many Associate and Assistant level administrative positions, both in Academic Affairs (Associate and Assistant Provosts, Deans, and Department Heads) and in the Business Affairs (Associate and Assistant Vice Chancellors and Directors). 
Lastly, I hope President Bowles plans to look at this same "bloated" problem at UNC General Administration.  How many levels of bureaucracy does he and/or the Board of Governors need to function?  How many Chief Operating Officers, Vice Presidents, Associate Vice Presidents and Assistant Vice Presidents does he or the Board of Governors need?  As the governing board of the UNC System, I hope you plan to stay on top of this problem until it is eliminated."

This can't be true. The recession is over and we're in a position of recovery. I know it's true cause Obama said so. Thanks so much for saving us with the Stimulus Package. Glad we didn't wait one more day to sign that thing....we would have been in deep S*** ! Praise to the Messiah.

Well now we know that

Well now we know that Erskine reads the N&O. Too bad he has decided to lead after the fact. What the UNC system needs is a leader who is proactive rather than reacting to negative headlines in the press. What other waste is there in the bloated UNC system that hasn't been exposed? I am sure Erskine and the gang are holding their collective breaths that the N&O is through. Maybe he can appoint a commission to study this since such seems to be the way government entities work.

So this is what UNC Tomorrow looks like! Thanks Erskine for busting the campuses just to make you look like a fiscal conservative. You are not using business logic to guide UNC, you are using political logic. I feel sorry for UNC, its chancellors and faculty, who are operating with a political hack at the helm. What about all of the administrative positions you and the BoG approved in the last 4 years?! Will all of those postions be held harmless because you and the BoG's incredible business acumen and the ability to justify them in your minds?

Much ado about not much.

Erskine Bowles is doing what he does best--chasing headlines. It's all too easy to call for job cuts when you don't actually have any responsibility for running a campus. Has he looked to see whether, for example, the enormous growth in research budgets at the research-intensive state universities just might have required the addition of more administrative staff to oversee compliance with the terms by which that research is funded? Doubt it.

Maybe the place to start cutting those 900 jobs would be with 95% of the staff at UNC General Administration, who don't seem to do much of anything but devise new policies calling for more reports that never get read.

Cuts

Great. So now professors will be asked to handle even more business and administrative functions. Can't see how that will possibly interfere with teaching.......
Profs already complain about the lack of administrative support and its negative effect on their ability to compete for research dollars. This knee jerk response from Erskine may be counterproductive.
