The circle, also known in some parts as a roundabout, or a rotary, is along the heavily-traveled stretch of Hillsborough Street adjacent to N.C. State's bell tower.

Using the terms interchangeably is not correct. The story linked used the terms correctly, other than in the headline, which was presumably written by an editor with limited/no knowledge of the subject. (The reporter clearly did research on the subject.)
A roundabout has specific operational and design details that differ from older traffic circles (such as the one at the Pittsboro court house) that make operations safer and more efficient.
This is similar to your own description as a "blogger" rather than "reporter" (at least for the purpose of this online article.) The two are not interchangeable.
