A clarification on something reported here last week related to budget cuts.
Funds for three UNC Chapel Hill renovation and construction projects have been frozen as part of the state's worsening economic picture. Those funds are not from the university system's repair and renovation fund but from the current year's budget approved by the state.
The state has frozen funding it had committed to UNC-CH for three projects - $35 million for the biomedical research imaging center, $11.5 million to plan the law school's move to the Carolina North campus — and $1.8 million to expand and renovate the Morehead Planetarium and Science Center.
This money is part of $131 million the state had budgeted to the university system for construction projects but has now frozen, and several other universities will suffer as well. N.C. State University, for example, will likely not receive this year $14.4 million for its engineering complex and UNC Wilmington won't receive $4.3 million for an allied health and human science building.
There are plenty of other projects, as well as a separate list to be funded through Certificates of Participation, which works like bonding. There are 14 university system projects on that list valued at $502 million; the state hasn't yet said whether it will move forward with those.
The university's repair and renovation fund, which campuses use for the unexpected leaky roof, broken heating system and other nuts-and-bolts repairs, would be worth $32 million, but it too has been frozen.

Many universities have increased the proportion of "contingent faculty" (those on fixed-term contracts or those on part-time appointments) in times like these.
