400 positions cut at NCSU, UNC

The UNC system Board of Governors received an update this morning on the approximately 900 jobs being eliminated across the 16-campus system.

At N.C. State University, 205 administrative cuts have been made as part of $57 million in budget cuts. The cuts include dozens of directors and assistant directors of centers and institutes, some of which may still be funded from other sources. But in many cases, those jobs have been eliminated.

At UNC Chapel Hill, 202 administrative jobs have been eliminated, part of $67 million in cuts.They include 24 positions at the Renaissance Computing Institute, high-tech computing center based at UNC-CH that also employs workers at Duke and NCSU.

"We're not closing them down but we gave them a very large cut, 35 percent," said UNC-CH Chancellor Holden Thorp.

As of January, about 600 of the 900 positions being eliminated had been filled, officials said.

Governor - Time to Overthrow the King

The Governor needs to look into what is behind Erskine's motivation for cutting real people. Reassign them and change their duties to work in areas that really need help – we have lots of positions that have remained unfilled because of hiring freezes. I think this is all a ploy by Erskine to make himself look good at the expense of a lot of good people. He is embarrassed by his lack of leadership: NCSU, Mary Easley, Retreat Rights, and Vacation & Bonus leave accruals. He knows better – it hurts our state economy to have so many out of work. I bet the unemployment rates go up after this latest exercise in futility is over. Do you honestly believe that the universities will now be more efficient after all these positions have been eliminated? I don’t know about you, but managing higher education is akin to herding cats. Erskine is out of control and the Governor needs to do something about it. State employees, unite – time to overthrow the king! Beverly, it is now time to act and overthrow the king, Erskine.

What about supervisors that only have 3 people reporting to them

I agree with many of the comments here. I'd also like more specifics/transparency from UNC about reducing the number of admin layers so supervisors or administrators have more than just 3 or 4 people reporting to them.

efficient administration in Raleigh-ncsu

Funny, but it didn't seem to register that NCSU, with the largest student body of all, had approximately half of the administration that some other state universities with LESS students have (others, like Chapel Hill and Greenville). And less average pay per administrator.
Why didn't this get mentioned, except that there was a chart with a lot of numbers?
Seems like the cuts would occur most at the schools that are most top-heavy with administrators, eh?
But NCSU, for some reason, wasn't even cited for having an administration about three-fold as efficient as the ones in Chapel Hill and Greenville, among others.

That's what i liked about my alma mater, NCSU - down to the business of teaching. That's the single greatest memory i have of my old school days - the dedication of the professors, who seemed to love what they were doing.

Efficient or Hidden

Maybe some of the administrative salaries were moved to teaching and that is why it appears to be efficient?

Don't get me wrong, all the universities are vital to the economy of NC.  Without the students many small businesses would fail. In fact without the system some of the big ones might never have started. . .SAS is one example, as the owner is a NCSU graduate.

Administrative Salaries/Job Eliminated and Raises for Faculty

Working at one of the Triangle Universities and approximately 8 months ago HR had all payroll college coordinators move the administrative salaries of faculty from what is known as the 1110 line to the 1310 line. 1110 is related to OSBM sub-object code administrative salaries and 1310 line is OSBM related to teaching salaries. So a faculty member who made $20k administrative and $90k teaching now makes $110 teaching and the state cannot touch the money. As a result many of the administrative jobs affected were SPA jobs. During that timeframe College Payroll Coordinators also moved the majority of the money assigned to a vacant position to a reserve account so that the state could not touch the money. So if a vacant faculty position was "worth" $75k, $50k was moved to reserve and $25k was left in the line. Implication to the state, reduction of position, reality $50k for that position kept for a rainy day.

Another recent development. Faculty members received promotions (with the tenure-world) and those promotions included salary increase of 5-15% This practice not only widens the divide between the working classes within the University system but demonstrates that the University continues to "hide" business practices from the public.

Good Job

Sorry to say this, but it always is bad to cut jobs. But in reality I bet these schools are still hiring. Check their HR websites. I know of a University (a very prominent one here in the triangle) and some people have been let go, but yet they are still hiring (oh did I mention there is a hiring freeze :-). It's a great way to get rid of dead weight. Get rid of the shirkers and those who are unqualified and hire good competent, hard working people. There are a lot of these people who are looking for jobs and now is the time to clean house and get good employees hired.

Not sure if you were saying that a good job was done with the implementation of the cuts.

You also point out that there are many people who are shirkers, unqualified, etc. The system as it stands does not recognize the competent workers from the incompetent, especially within the SPA worker. More often that not, faculty are "in-charge" administratively and fail to document the failings of the incompetent worker. The use of the workplan and performance review is neglected, people are assigned ratings that payroll coordinators put into a system and life moves on. Because nothing is documented the employee floats though the system.

On the otherhand the employee that bucks the system and tries to implement better ways of doing business becomes the naysayer, is shunned, and labled as the problem employee. Why does this happen so often? Because the focus of the university system is research and grants.

It is sickening that many needed academic positions were eliminated but not a single coach.

Coaches salaries

Usually paid by a small portion of the student fees and primarily from the revenues of the tickets as well as some trust funds.  That is why they are not touched by the cuts.

 Cuts are made based upon where the money comes from, not necessarily who makes the money.  Read the post above about the movement of money to protect people.

the decision-making process here stinks to high heaven

Yes, I know, I know. They follow a list of priorities. I've seen them. But those are decided upon by department heads and deans and up the food chain and then presented to the faculty as holy writ (some faculty governance, eh?). I know of one exiting department head who deliberately tried to settle several old scores by eliminating a program because the faculty were finally talking about bringing a grievance against this person, and s/he wanted them out before s/he had to return to a faculty position. S/he was stopped, but who else has gotten away with such vindictive nonsense? 

What happens is all the high level folks get in a room and talk about what positions they're going to cut, and if you're in the room, no one's going to suggest that one of them might be your position. It's ridiculous. Some of those bozos are the very ones who ought to go.

Was wondering which University that happened at? I work for one and had a very similar situation.

I talked above about the tenure faculty getting promotions. I did forget to mention that many Universities have "teaching" faculty; those individuals interested more in teaching than in research. Those faculty run the risk of budget cuts as much as SPA workers.

Overhiring

How many people actually lost their job? How many of these cuts were open positions not currently filled?

I am sorry people are losing their jobs, but they shouldn't have overhired in the first place.

Very sad for the US

It is very sad to see the education budget slashed while some other sectors benefiting from absurd increases or stable funding.... India and China have been steadily increasing the rate of graduation of engineers and scientists per capita than the US. We're now lagging behind and we're still thinking if education should be a  priority! No more excuses: let's fund education for brighter future...

Well...

The Indian and Chinese engineers/scientists I have worked with that were educated outside of US and/or European universities are useless.  Dont let the numbers scare you, their educational system is terrible.

How much money are these people making?!? The math works out to over $250,000 per position. Multi year contracts perhaps? IF not I'm in the wrong business....

How Much Are You Worth?

Keep in mind that your job is worth a lot more than they are paying you. By the time they pay your payroll taxes and subsidise your insurance (if you're lucky), provide you a place to work and pay for any benefits you might get, including the HVAC and window washing, you cost a lot more than you think too.
